Delaware Valley Indicators of Potential Disadvantage Tool
2014
Delaware Valley Regional Planning Commission (DVRPC) is the federally designated Metropolitan Planning Organization for the Greater Philadelphia/Delaware Valley nine county, two state region. In 2001, DVRPC developed the Indicators of Potential Disadvantage (IPD) - an Environmental Justice (EJ) technical assessment to identify direct and disparate impacts of its plans, programs, and planning process on defined population groups in the Delaware Valley region. DVRPC describes that the Commission is committed to making federal Title VI and environmental justice a part of their planning process, integrated in all programs and plans, and a guide for public participation efforts.

The Community Resilience Planning Handbook offers the building blocks for creating individual Community Resilience Plans by providing resources and best practices for resilience planning. The handbook is designed to help communities assess their vulnerability to climate change, evaluate social sensitivity and risks, determine current adaptive strengths, engage in scenario planning around identified vulnerabilities, and prioritize vulnerability focus areas for resource allocation.

Michigan State Wildlife Action Plan (2015-2025)
2015
Michigan’s Wildlife Action Plan identifies the species of greatest conservation need (SGCN) and their habitats in Michigan. A subset of SGCN were prioritized, and the report includes “mini-plans” for the habitats of these focal species - which include critical threats, conservation actions, and the vulnerability to climate change for each species. For 2015-2025, Michigan will focus conservation efforts on these priority SGCN and key habitats with the goals established in this plan.

“The Innovative DOT: A Handbook of Policy and Practice,” developed by the State Smart Transportation Initiative and Smart Growth America, contains a resiliency section that provides guidance for state departments of transportation (DOTs) on how to incorporate climate change adaptation into long-range transportation planning. It provides state DOTs with a comprehensive list of reforms that will address potential climate-related vulnerabilities and reduce the likelihood, magnitude, duration and cost of disruption associated with extreme weather.

USACE Responses to Climate Change Program resources
The U. S. Army Corps of Engineers (USACE) Responses to Climate Change Program (RCC) addresses the need to reduce potential vulnerabilities to the Nation’s water resources and infrastructure from climate change and variability. The program assesses, develops, and implements adjustments to enhance resilience or reduce vulnerability of USACE projects, systems and programs to observed or expected changes in climate. The Program website shares news and information about program activities as well as the potential impacts of climate change, interagency efforts, strategies for dealing with climate change and more.

The Louisiana Coastal Adaptation Toolkit provides adaptation resources that communities can use to address climate impacts on coastal Louisiana. This toolkit highlights adaptation strategies, and offers guidance on how to use certain practices or policy strategies in concert with the natural environment of Louisiana’s coast to foster adaptation. In addition, the toolkit contains links to resources on each of the coastal impacts covered in this document, and funding options to implement these adaptation strategies.

The report addresses these impacts across the priority sectors of critical building infrastructure, water, energy, stormwater, transportation, and vulnerable populations.

Rhode Island Rising: A Plan for People, Places, and Prosperity

From the Rhode Island state government, this plan outlines the state’s long term vision for economic development. The majority of this plan is dedicated to general economic development concerns such as income, job growth, and regulations, but it also contains a substantial section focused on climate adaptation (Goal 5, pgs. 97-115). Rising air and water temperatures, increasing precipitation, extreme weather, and sea level rise were identified as significant climate threats to Rhode Island’s economy.

Georgetown Climate Center - Highlights from Federal Agency Adaptation Plans: Federal Strategies for Promoting and Removing Barriers to State, Local, and Tribal Adaptation

Federal agencies released updated adaptation and sustainability plans on October 31, 2014. The updated plans build and improve upon the first phase of plans released in 2013. For the first time, the plans include discussion of how agencies can leverage existing federal programs to better support and remove barriers to state, local, and tribal adaptation efforts.
