Promoting Innovative Climate Adaptation through Federalism

This issue brief is one in a series from Resources for the Future addressing adaptation policy in the U. S. The paper is focused on the role that different institutions will play in establishing adaptation policy in the U. S. , suggesting that adaptation could require major changes from all types of social institutions - households, firms, nonprofits, and above all, governments. Key recommendations are centered on the role of the federal government to enable state and local action. Institutional mechanisms to support the federal role are discussed.

Green Roofs in Seattle: A Survey of Vegetated Roofs and Rooftop Gardens

This report, Green Roofs in Seattle, summarizes finding from a 2009 inventory of green roofs located within the city limits of Seattle, Washington. The inventory was completed as a result of a collaboration between Seattle Public Utilities, the Seattle Department of Planning and Development, and the Green Futures Lab at the University of Washington. In part, the research was designed with the intention of gaining insight into Seattle’s growing green roof industry and its trends, to create a baseline understanding of this emerging marketplace, and to gauge the actual use of green roofs as a Green Stormwater Infrastructure tool.

EPA Green Infrastructure Case Studies: Municipal Policies for Managing Stormwater with Green Infrastructure

This report by the U. S. Environmental Protection Agency (EPA) describes the benefits of green infrastructure, and the most common and influential green infrastructure policies. A brief background on how each approach works, and examples from relevant case studies including results, barriers and processes for implementation are provided. This report is meant to serve as a policy guide for municipalities that wish to create local policies and programs to allow, require and encourage green infrastructure.

Edmonston, Maryland Green Streets Project
2010
Edmonston, a small town near Washington DC in Prince George’s County, MD, created a “green street” to address previous problems with flooding on Decatur Street near the Anacostia River. The town wanted to better manage that flooding and improve water quality, as well as to manage traffic by narrowing the street. The project utilizes a variety of green infrastructure tools to reduce stormwater runoff, thereby decreasing the amount of polluted water that enters the Anacostia River. While the project does not specifically reference climate change as a motivation, the methodology and considerations for this project, could be useful for a jurisdiction that will experience heavier precipitation due to climate change.

Local Strategies for Addressing Climate Change, Vol. 2

This resource is a collection of case studies that ran in the NOAA Coastal Services Center's (CSC) magazine 'Coastal Services. ' These stories document states' efforts to combat climate change and, in particular, sea-level rise. The solutions discussed are varied. On a national level, the CSC describes the work the EPA's Climate Ready Estuaries Program has done to help local estuary managers adapt to climate change. Meanwhile, ICLEI and the state of Oregon have developed new materials and programs that relate to communicating about issues related to coastal adaptation.

Water, Climate Change, and Forests: Watershed Stewardship for a Changing Climate

From the U. S. Forest Service Pacific Northwest Research Station, this report describes the critical role of forests in protecting watersheds from the impacts of climate change. The report details the pressures on forests, including growing human populations and problems posed by climate change, from warmer temperatures to invasive species. Climate adaptation strategies are discussed for forest and watershed management, many in the context of hydrological impacts, engagement and collaboration, and ecosystem restoration.

Adaptations to Sustain High-Quality Freshwater Supplies in Response to Climate Change

This issue brief recommends a number of actions to help create a policy environment that encourages adaptive responses in times of hydrological uncertainty. Policy recommendations include, for example, increasing redundancy among natural and built freshwater systems to provide higher levels of functional resiliency; linking regional and national levels of data collection and modeling of hurricanes, floods, and droughts to improve long-term forecasts and proactive, adaptive responses; and additional coordination of federal and state agencies to enhance adaptive responses through long-term strategic planning of shared solutions to water scarcity.

Climate Adaptation and Watershed Transboundary Governance Institutions

Because the physical circumstances determining water quality and quantity occur on a watershed level, a watershed-wide approach has become all the more imperative when the myriad effects of climate change on water quantity and quality are added to the equation. This policy brief investigates Watershed Transboundary Governing Institutions (TGIs) in order to understand the strengths and weaknesses of the different institutional approaches, governance designs and policies instruments they employ and to recommend which of these approaches, designs and practices should be incorporated in future efforts to manage watersheds.
