Coastal Climate Resilience: Urban Waterfront Adaptive Strategies

This guide was developed by New York City’s Department of City Planning to identify and evaluate potential strategies for increasing the resilience of waterfront communities to coastal flooding and sea level rise. This guide can be a useful tool for any coastal community facing these climate impacts and is not written for NYC specifically. Rather the report provides information applicable to many different types of projects that seek to enhance coastal climate resilience at various scales - from a site-specific development project to a neighborhood, city, or regional study - in any coastal location.

Arizona Wildlife Action Plan 2012-2022

Congress charged each state and territory with developing a Wildlife Action Plan in order to receive funds through the Wildlife Conservation and Restoration Program and the State Wildlife Grants Program. These proactive plans, known also as “Comprehensive Wildlife Conservation Strategies,” assess the health of each state’s wildlife and habitats, identify the problems they face, and outline the actions that are needed to conserve them over the long term.

The City of Pittsburgh, Pennsylvania released its Resilience Strategy in March 2017 to provide a holistic strategy for helping the city to manage challenges from a changing environment, globalization, and urbanization. The Strategy sets goals, objectives, and action organized around a “P4” community-centered framework addressing resilience in terms of People, Place, Planet, and Performance. The Strategy is intended to be a blueprint to help the city prepare for resilience challenges by helping the city improve coordination among government and non-governmental organizations, improve budgeting and capital coordination citywide, ensure the institutionalization of resilience practices, and increase resident engagement and empowerment.

ReImagina Puerto Rico

The Resilient Puerto Rico Advisory Commission - a collaborative of leaders from Puerto Rico’s businesses, government, and NGOs - came together with local communities after Hurricane Maria to determine how to best rebuild Puerto Rico as a more physically, economically, and socially resilient island. The Commission released ReImagina Puerto Rico as a guide to resilient recovery and reconstruction. The report offers recommendations for how to maximize philanthropic, local government, and federal recovery funds.

Resilient Rhody: An Actionable Vision for Addressing the Impacts of Climate Change in Rhode Island

Resilient Rhody is the state of Rhode Island's first climate adaptation strategy which addresses the impacts of climate change to the state’s critical infrastructure and utilities, natural systems (upland and coastal), emergency preparedness, and community health and resilience. Strategic actions are outlined for these four thematic areas, and an additional chapter highlights financing mechanisms for these recommendations. An “action plan to stand up to climate change” was required by Governor Raimondo’s 2017 Executive Order 17-10.

Safer and Stronger Cities: Strategies for Advocating for Federal Resilience Policy

In March 2018, the 100 Resilient Cities (100RC) initiative released the "Safer and Stronger Cities" report with a series of policy recommendations on how the federal government could help support urban resilience initiatives. Five chapters focus on strategies for enhancing resilience through infrastructure, housing, economic development, and public safety. Each chapter provides a background discussion of the resilience challenges for cities; the opportunities to enhance resilience in these focal areas including climate adaptation strategies; and case study examples of local, state, and federal actions to advance resilience in each sector.

Natural Hazard Mitigation Saves: 2017 Interim Report
December 2017
This National Institute of Building Sciences report highlights the benefits of implementing natural hazard mitigation strategies, concluding that a $1 investment in hazard mitigation saves $6 in future disaster costs (updating past estimates of a $4 savings). As part of the analysis, the report considers the benefits of mitigating future costs from sea-level rise and increasing flood risks. In addition to the losses avoided, the report estimated that 600 lives could be saved and 1 million non-fatal injuries avoided with common sense investments in hazard mitigation.
