Virginia Climate Change and Resilience Commission Report to the Governor

In December 2015, the Virginia Climate Change and Resiliency Update Commission issued its report and final recommendations to then Governor Terry McAuliffe. The report identifies the Commission's top five recommendations for climate action in the state, and includes recommendations for both preparing for climate impacts as well as reducing greenhouse gas emissions in Virginia.

Climate change is causing dramatic and unpredictable effects on ecosystems and natural resources - creating uncertainties for conservation funding decision making and the future outcome of investments. This guidance for conservation investors supports intentionality in anticipating and assessing climate change risks, which in turn safeguards these investments to advance conservation goals.

AJR 26: California requests Congress to support climate adaptation

The California Assembly Joint Resolution 26, Chapter No. 114, was enacted August 30, 2010. The resolution requests for Congress to establish a comprehensive framework, including funding, for adapting the nation's wildlife, habitats, coasts, watersheds, rivers, and other natural resources and ecosystems to the impacts of climate change.

California SB 198 (2022): Climate Adaptation Grant Programs for Local and State Transportation in California

Through the passage of Senate Bill 198 on June 30, 2022, California created three programs focused on adapting surface transportation to climate change, both at the state and local level. The programs fund planning and project development and implementation efforts to identify and address vulnerabilities in the California transportation system and move toward building transportation resilience to climate impacts.

Florida Senate Bill (S.B.) 1954: Statewide Flooding and Sea-Level Rise Resilience
May 13, 2021
On May 12, 2021, Florida Governor Ron DeSantis signed Senate Bill (S. B. ) 1954, Statewide Flooding and Sea-Level Rise Resilience, into law (Fla. Stat. § 380. 093 (2021)). Among other provisions, the law establishes the Resilient Florida Grant Program to build regional and local resilience and requires the state develop a statewide flood vulnerability and sea-level rise data assessment and Statewide Flooding and Sea-Level Rise Resilience Plan. The purpose of the law is to determine flooding risks related to increased precipitation, extreme weather, and sea-level rise and initiate a coordinated statewide effort to adapt to these risks.

USDA Urban and Community Forestry Program
This U.S. Forest Service program aims to promote forest health and enhance community resilience in both urban and rural communities through information and technical assistance. One of the program’s strategic focus areas (as outlined in the 2016-2026 Ten-Year Urban Forestry Action Plan) is Diversity, Equity, and Leadership, with program goals including engaging underserved communities in urban forestry efforts, increasing workforce development opportunities in community forestry, promoting expanded collaboration, and more. To promote the goals underlined in its Action Plan, the U.S. Forest Service provides grants under its National Urban Forestry Challenge Cost Share Grant Program.

Taking Action on Climate Change and Building a More Resilient Connecticut for All: Phase I Report
January 2021
The Phase I report by the Connecticut Governor’s Council on Climate Change (GC3) -- Taking Action on Climate Change and Building a More Climate Resilient Connecticut for All -- released January 2021, contains a wide array of recommendations for improving Connecticut’s resilience to climate change that can be implemented by early 2022. An Adaptation and Resilience plan is scheduled to be completed by the end of 2021 and will include recommendations on longer term policies. The report and forthcoming adaptation plan were called for in an executive order issued in September 2019.

Virginia HB 1458 2024: Chief Resilience Officer of the Commonwealth Amending and Recodifying
April 8, 2024
On April 8, 2024, the Virginia legislature passed HB 1458, amending and recodifying the role of the Chief Resilience Officer. The bill clarified existing duties, and created a state interagency team to help the CRO coordinate resilience efforts and various committees to inform the state on distribution of existing loan and grant programs related to resilience and development of the state’s flood plan.
