Wetlands Restoration for California Greenhouse Gas Reduction Grant Program
Administered by the California Department of Fish and Wildlife, this grant program offers funds for wetland restoration or enhancement projects that result in a net reduction in greenhouse gas (GHG) emissions. Wetland restoration is both a climate change mitigation and adaptation strategy. Wetlands sequester carbon at high rates, while providing protection from flooding, sea level rise, coastal storm surge, and coastal erosion, as well as offer drought mitigation through groundwater recharge.

Resilient Infrastructure for New York State

This report from Rebuild By Design describes a proposal to create a Resilient Infrastructure Fund to support green and grey infrastructure projects that reduce flooding, coupled with a buy-out program, to improve the physical, social, and ecological resilience of New York State. It proposes a transparent, inclusive, and equitable approach to finance climate adaptation planning and implementation throughout the state. Though designed for New York, the recommendations are applicable to and can serve as a model for other states.

Climate Change Adaptation: Fostering Progress Through Law and Regulation

Using New York City as an example, and drawing on work done by the New York City Panel on Climate Change (NPCC), this article discusses additional measures the city can take to prepare for climate change impacts. According to the authors, this article focuses on "the use of law to foster and to remove impediments to adaptation," and provides suggestions that are intended to further the City’s planning process, as well as represent areas of possible consideration for other municipalities.

Anne Arundel County, Maryland created its County Resilience Authority in 2022, which has the power to “undertake, manage, acquire, own, convey, and support resilience infrastructure projects.” The Resilience Authority may also sell bonds for resilience infrastructure projects. Each issuance of the bonds must include a bond transaction resolution that specifies the public purpose of the project, the maximum principal amount of the bonds, and appropriate terms and conditions.

The Nature-Based Solutions Resource Guide 2. 0, released by the White House in December of 2023, aims to encourage implementation and awareness of nature-based solutions employed by federal agencies and partners. The Guide defines nature-based solutions as “actions to protect, sustainably manage, or restore natural or modified ecosystems to address societal challenges, simultaneously providing benefits for people and the environment. ” Nature-based solutions can be used to provide a wide range of benefits, such as supporting wildlife, reducing heat stress, reducing future disaster risk, and overcoming environmental injustices.

New Jersey Wastewater Infrastructure Restoration and Resiliency - Bayshore Regional Sewerage Authority, Union Beach project
May 18, 2015
Facilities are being redesigned and restored for extreme weather resiliency at the Bayshore Regional Sewerage Authority (BRSA) in Union Beach, New Jersey. This project is part of New Jersey Governor Chris Christie’s commitment to provide resiliency to the state’s water and wastewater infrastructure directly impacted by Superstorm Sandy, as developed under his 2013 water infrastructure resiliency funding initiative. The $28 million project at Union Beach will incorporate reconstruction with added resiliency of the authority’s main incinerator, pump stations and other buildings.

Massachusetts Green Bonds
2014
In 2014, the state of Massachusetts issued $350 million in “green bonds” to fund water infrastructure projects, including stream bed restoration, open-space protection, and stormwater management. The difference between green and traditional bonds, is that the the proceeds form the sale of green bonds are used for projects that are beneficial to the environment. Investors who buy green bonds are paid interest and principal from the same revenues as other municipal bonds.
