Vermont Culvert Rebuilding after Tropical Storm Irene

Vermont experienced significant barriers to using disaster relief funding to install larger culverts after Tropical Storm Irene. The storm caused massive damage to the state’s transportation infrastructure and warranted a presidential disaster declaration. In the aftermath of the event, the Vermont Transportation agency (VTrans) and localities followed state regulations that required the installation of larger culverts to address increased stream flow and to allow for fish passage. Localities, however, were denied reimbursement for these “improvements” by the Federal Emergency Management Agency (FEMA), the agency that administers disaster relief funding for rebuilding local roads and bridges.

Florida Water and Land Conservation Initiative
November 4, 2014
The Florida Water and Land Conservation Initiative, Amendment 1, approved on November 4, 2014, dedicates state funds to acquire and restore Florida conservation and recreation lands. The measure is designed to dedicate 33 percent of net revenue from the existing excise tax to fund the Land Acquisition Trust Fund.

Governing for Resilience

Governing for Resilience describes the lessons learned from the aftermath of the 2017 North Bay fires in northern California to offer key recommendations at the local, state, and federal levels for improving governmental recovery response and resilience building. Developed based on the input of more than 800 participants at the 2019 California Economic Summit, the paper aims to promote collaborative governance and encourage partnerships with the private, non-profit, and philanthropic sectors to support community resilience to climate change.

Resilient Michigan - Planning for Resilient Communities
Planning for Resilient Communities is a planning assistance program in Michigan developed by the non-profit Land Information Access Association (LIAA) with numerous statewide partners. The program is helping citizens, local leaders and public officials plan communities that are more resilient to climate variability, extreme weather events and global economic challenges. The overall project mission is to foster and support community‐wide planning efforts that lead to the adoption of significant revisions to existing master plans to promote community resilience.

FEMA Severe Repetitive Loss Program
The Severe Repetitive Loss (SRL) grant program provides funding to states, territories, and local and federally-recognized Indian tribal governments to reduce or eliminate the long-term risk of flood damage to severe repetitive loss (SRL) of structures insured under the National Flood Insurance Program (NFIP). Eligible activities under this program include: acquisition and relocation of at-risk structures and the conversion of property to open space; elevation of existing structures to the Base Flood Elevation (BFE) or an ABFE Advisory Base Flood Elevation (ABFE) or higher (for the SRL program Mitigation Reconstruction is only permitted when traditional elevation cannot be implemented); minor physical localized flood control projects; and dry-flood proofing (historic properties only).

S.3418 – Safeguarding Tomorrow through Ongoing Risk Mitigation Act of 2020 (STORM Act)

The Safeguarding Tomorrow through Ongoing Risk Mitigation Act of 2020 (STORM Act), enacted January 1st, 2021, amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U. S. C. 5131) to authorize grants to establish hazard mitigation revolving loan fund programs. The programs are intended to fund projects that mitigate natural hazards including wildfires, earthquakes, drought, severe storm events, erosion, storm surges, and high water levels. The goal of the federal funding is to support risk reduction for local governments by decreasing loss of life and property, insurance costs, and the necessity for future federal disaster relief.

Maine Wildlife Action Plan
September 2015
Maine’s Department of Inland Fisheries and Wildlife prepared the state’s 2015 Wildlife Action Plan to protect Species of Greatest Conservation Need (SGCN) and to fulfil requirements established by the State Wildlife Grant program. This updated plan focuses on developing a list of 378 SGCN based on a number of factors, including vulnerability to climate change and cultural significance to tribes in Maine. The 2015 plan builds off of an earlier version, published in 2005, which helped secure funding that has supported enhanced habitat management, research, monitoring, population management, and outreach programs throughout the state.

California Coastal Conservancy Climate Change Policy and Project Selection Criteria

The California Coastal Conservancy’s Climate Ready program focuses on protecting important coastal resources and habitats from the current and future impacts of climate change. The Conservancy is collaborating with local partners and other agencies to prepare communities along the California coast and within the San Francisco Bay for climate change. The Conservancy updated its "Climate Change Policy and Project Selection Criteria" on November 10, 2011.

14 Solutions to Problems Climate Change Poses for Conservation - Examples from the WCS Climate Adaptation Fund

The Wildlife Conservation Society (WCS) and the Doris Duke Charitable Foundation created the WCS Climate Adaptation Fund to “incentivize new and innovative efforts to help wildlife and ecosystems respond to climate change. ” As of 2016, the WCS Climate Adaptation Fund awarded more than $12 million to 66 adaptation projects across the United States. This report presents 14 climate change adaptation strategies or “solutions” for sustaining wildlife populations and ecosystems, with examples of projects supported by the Climate Adaptation Fund that exemplify each solution.
