Case Study: Florida Keys Community Land Trust

The Florida Keys Community Land Trust (CLT) demonstrates how land trusts can deliver resilient affordable housing options in disaster-affected areas. The Florida Keys, a 125-mile long chain of islands off the southern tip of Florida in Monroe County, were devastated in 2017 by Hurricane Irma. Irma made landfall at Cudjoe Key as a Category 4 hurricane and its sustained winds of 132 mph and 8-foot storm surge devastated homes, businesses, and infrastructure in the Lower and Middle Keys. Twenty-five percent of the homes in the Florida Keys were damaged or destroyed by the storm, with disproportionate impacts on manufactured homes that made up the bulk of affordable housing in the County.

Wildland Fire Resilient Landscapes Program (U.S. DOI)
June 16, 2015
The U. S. Department of the Interior (DOI) is directing the Wildland Fire Resilient Landscapes Program. The FY 2015 President's Budget request included funding to establish a new "Resilient Landscapes" activity to improve the integrity and resilience of forests and rangelands by restoring natural vegetation landscapes to specific conditions and maintain fire resiliency. Subsequently, as a pilot initiative, Congress provided $10 million in the FY2015 Fuels Management program to fund resilient landscape activities.

NOAA Coral Reef Climate Change Strategy and Implementation Plan 2014-2016

The National Oceanic and Atmospheric Administration (NOAA) Climate Change Strategy and Implementation Plan refines and builds upon NOAA’s Coral Reef Conservation Program Goals and Objectives 2010-2015 to direct Program investments in reducing the impacts of climate change and ocean acidification to coral reef ecosystems. This Plan will be used by the Program to draft internal proposals, requests for federal funding, and evaluate received proposals. The Plan will guide the Program's efforts to aid coral reef managers and dependent communities.

A Perfect Storm: Extreme Weather as an Affordable Housing Crisis Multiplier

On August 1, 2019, the Center for American Progress published “A Perfect Storm,” a report which analyzes the relationship between the affordable housing and climate change crises, and presents 5 policy recommendations for building more resilient and prepared communities. The report explores the intersection of diminishing affordable housing and rising homelessness, as well as the disproportionate impacts extreme weather events have on low-income neighborhoods and communities of color. Authors of the report assert that local, state, and federal policymakers must take action to build strong, healthy, accessible, and affordable communities in the face of a changing climate.

State Innovation on Climate Change: Reducing Emissions from Key Sectors While Preparing for a “New Normal” (GCC)

From the Georgetown Climate Center (GCC), this Harvard Law and Policy Review article describes innovative actions being taken by states to encourage mitigation and adaptation. The paper explains that some states have taken on a leadership role in adaptation and mitigation in the absence of federal drivers. The adaptation section of the paper (beginning on page 415), provides an overview of the state’s role in encouraging adaptation at the local level and in taking steps to integrate adaptation in state planning, programs, and asset management.

Greater New Orleans Urban Water Plan
November 2013
The Greater New Orleans Urban Water Plan focuses on the improved management of storm water, surface waters and groundwater in New Orleans, Louisiana, in response to flooding, land subsidence and “wasted water assets. ” The primary area of focus is 155 miles of urban areas and 69 square miles of protected wetlands in Orleans, Jefferson and St. Bernard parishes. The plan discusses how climate change threatens to raise the frequency of extreme weather events, and rising sea levels. Considered along with land subsidence, residents and economic assets are at great risk - and pumping stormwater and keeping floodwaters out are both projected to become more difficult over time.

Atlanta, Georgia Environmental Impact Bond for Green Infrastructure
February 21, 2019
The City of Atlanta, Georgia Department of Watershed Management is issuing an environmental impact bond (EIB), which will finance green infrastructure to address water quality, reduce flooding and improve stormwater management in Atlanta’s Proctor Creek Watershed neighborhoods. The $14 million EIB - the first to be offered on public markets - was the result of a partnership between the City of Atlanta, Quantified Ventures, the Rockefeller Foundation, and broker-dealer Neighborly. Supporting the expansion of EIBs into public markets, the Rockefeller Foundation will cover the costs of structuring a public bond with a grant to Atlanta - chosen from applicants of its 100 Resilient Cities network.
