Wisconsin Sea Grant
Wisconsin Sea Grant is a statewide program of basic and applied research, education, and outreach and technology transfer dedicated to the stewardship and sustainable use of the nation's Great Lakes and ocean resources. The program's primary areas of focus are in aquaculture, aquatic invasive species, coastal engineering, marine and aquatic science education, fisheries, geographic information systems, habitat restoration, water quality and water safety. Research projects focused on climate change adaptation of coastal communities are being done on behalf of the Great Lakes Sea Grant Network, with funding from NOAA's Climate Program Office.

EPA Great Lakes Restoration Initiative: Shoreline Cities Green Infrastructure Grants

New York State Resilient NY Flood Mitigation Studies, Buyouts, and Floodplain Restoration Projects
2018
Multiple serious flood events, hurricanes, and storms have prompted New York State’s (NYS) Department of Environmental Conservation (DEC) to develop a range of mitigation and adaptation initiatives to address future flood hazards and improve community resilience. The state is completing a series of Flood and Ice Jam Mitigation Studies within 48 high-priority watersheds across New York State - as a part of an initiative called Resilient NY - to identify the causes of flooding and ice jams and to evaluate priority mitigation projects, like buyouts, to reduce risks. New York’s example is noteworthy for selecting buyouts as part of a comprehensive flood-risk mitigation analysis as a result of Flood and Ice Jam Mitigation Studies, compared to other buyout programs that utilize standalone eligibility criteria based on existing floodplain maps (e.g., a property is eligible for buyouts based on flood zones). Where buyouts are identified as a priority option to mitigate future flood risk, DEC can work with local governments through a unique partnership to remove structures from vulnerable areas and restore floodplains. Specifically, the state can oversee and provide support for locally led and administered buyout programs that can be applied across the state’s watersheds. This data-driven, state-local approach to buyouts can serve as a model for other jurisdictions considering buyouts and floodplain restoration as managed retreat strategies at the community level that would benefit from statewide consistency, assistance, and resources.

National Integrated Drought Information System Reauthorization Act of 2013 (HR 2431)
March 6, 2014
On March 6, 2014, President Obama signed a bipartisan law to renew federal support for the National Integrated Drought Information System - a drought program that seeks to reduce financial and environmental risks posed by sustained drought by providing forecasts and support to vulnerable communities. The legislation easily passed through Congress, with a 356-21 vote in the House and passing via unanimous consent in the Senate. The law would extend the program until 2018.

California Proposition 68 - Parks, Environment, and Water Bond
June 5, 2018
Proposition 68 is a $4 billion bond measure to protect California’s water, parks, and natural resources, while bolstering climate adaptation, resilience, and social equity statewide. This proposition allows the state to sell General Obligation bonds for various natural resources-related programs - including $443 million to be allocated for climate adaptation and resiliency projects throughout the state. California Senate Bill 5 (De León), “California Drought, Water, Parks, Climate Coastal Protection, and Outdoor Access for All Act of 2018” put this bond measure on the June 5, 2018 ballot.
