Confederated Salish and Kootenai Tribes of the Flathead Reservation Climate Change Strategic Plan

The Confederated Salish and Kootenai Tribes (CSKT) Climate Change Strategic Plan is an initial effort to identify climate adaptation strategies by drawing on the expertise of the Tribes’ administration, elders, scientific leaders, and other stakeholders. The confederated tribes currently reside in the Flathead Reservation in Montana, although their territories were originally located in what is now western Montana, northern Idaho, and parts of southern Canada. The plan is particularly concerned with the preservation of the tribe’s natural and cultural resources.

Colorado Drought Mitigation and Response Plan - 2013

Statewide drought planning for Colorado has been developed through the preparation and implementation of the Colorado Drought Mitigation and Response Plan (DMRP). This plan was prepared by the Colorado Water Conservation Board, a division of the Colorado Department of Natural Resources. In 2010, the DMRP went through a comprehensive revision. The 2013 updated plan outlines a mechanism for coordinated drought monitoring, impact assessment, response to emergency drought problems, and mitigation of long term drought impacts.

Chester, Pennsylvania Green Stormwater Infrastructure Plan and Community-Based Public-Private Partnership

The City of Chester, Pennsylvania introduced the Chester City Green Stormwater Infrastructure Plan in 2017 as a means of addressing consistent stormwater pollution and overflow into the Delaware River, Chester Creek, and Ridley Creek watersheds. Chester’s combined sewer overflow (CSO) system often is overwhelmed during high rain and runoff events, which leads to increased flooding and water pollution and degradation of the river basin. The plan details Chester’s specific infrastructure needs, as well as the environmental and social benefits of green stormwater infrastructure (GSI). It also analyzes common GSI techniques including rain gardens, green roofs, stormwater planters, and porous pavements, and includes their typical cost. The plan then lists 20 potential sites within the City for GSI projects, guidance for first steps, suggestions for effective community engagement, and potential sources of both public and private funding. To fund the GSI projects, the City formed a community-based public-private partnership (CBP3), which is a different approach to financing stormwater management that expands on the traditional public-private partnership model by incorporating considerations of a community’s economic development needs. Coupled with its focus on green infrastructure as a primary means of stormwater management, this structure promotes not only improvements in water quality but in the community’s overall quality of life. The plan will also address equity through hiring local contractors for the infrastructure projects, training local workers to maintain projects, and creating new maintenance jobs for community members.

Managing the Retreat from Rising Seas — Charlotte-Mecklenburg County, North Carolina: Floodplain Buyout Program

Charlotte-Mecklenburg Storm Water Services (CMSS) — a county-wide regional utility in North Carolina — has been administering a Floodplain Buyout Program to relocate vulnerable residents out of floodplains and reduce long-term flood damage. The buyout program is focused on risk reduction and flood mitigation best practices, where once bought out, properties are returned to open space uses to restore their natural beneficial flood retention and water quality improvement functions and provide other community amenities, like parks and trails. CMSS has purchased more than 400 flood-prone homes and businesses and enabled over 700 families and businesses to relocate to less vulnerable locations outside of the floodplain. CMSS has also supported a number of leaseback arrangements on a case-by-case basis with property owners to increase participation in the buyout program and reduce the county’s property maintenance costs. The program has been funded through a combination of federal and local government sources, with leasebacks also supporting the recapture of some costs. Charlotte-Mecklenburg’s Floodplain Buyout Program is an example of a nationally recognized approach to supporting voluntary retreat in a riverine floodplain. Other local governments could consider adopting a comprehensive buyout program like Charlotte-Mecklenburg’s or individual program elements, like local funding options or leasebacks, to help support voluntary retreat decisions in coastal areas experiencing sea-level rise, impacts from disaster events, and land loss. Case Study: RainReady’s Oak Park Village (Illinois) Pilot Program

In 2016-2017, RainReady partnered with the Village of Oak Park (Illinois) to launch a pilot program to reduce urban flooding risks using nature-based solutions such as residential rain gardens. The program addressed residential flooding due to overland sheet flow, seepage, and yard ponding, in non-floodplain locations.

Safeguarding California: Reducing Climate Risk - 2014 Update to the 2009 CA Climate Adaptation Strategy

The 2014 Safeguarding California Plan augments previously identified strategies in light of advances in climate science and risk management options.
