EPA - FEMA Partnership on Hazard Mitigation and Sustainability
2010
In 2010, the U. S. Environmental Protection Agency (EPA) and the Federal Emergency Management Agency (FEMA) entered into a Memorandum of Agreement (MOA) committing the agencies to coordinate support that they provide to communities on hazard mitigation, disaster recovery, sustainable development, and climate adaptation. The coordination reflects a recognition that when communities are engaging in post-disaster recovery and redevelopment planning, they should be considering climate adaptation, hazard mitigation, and smart growth policies.

Regional Impacts of Climate Change and Issues for Stormwater Management

This report describes the stormwater management challenges that Southern Florida faces due to climate change and offers several recommendations for how these issues can be addressed. It discusses three basin scale strategies: Everglades restoration, adjusting regional water control practices, and small scale adaptation efforts. Local governments can also play a pivotal role by investing in green infrastructure and implementing financing strategies for stormwater management. This guidance document is one in a series of publications designed to assist county and municipal policymakers, administrators and program staff with implementation of the 110 recommendations contained within the Southeast Florida Regional Climate Change Compact’s 2012 Regional Climate Action Plan.

San Francisquito Creek Sea Level Rise Case Study
2011
Communities along the San Francisquito creek, along with many others in the Bay Area of California, are facing increased flood risk from sea level rise, while existing flood protection challenges are projected to be exacerbated. The San Francisquito Creek Joint Powers Authority (SFCJPA), covering a 30,000 acre watershed, has sought to address these challenges by working to simultaneously improve flood protection, recreational opportunities and habitat benefits to multiple communities. The SFCJPA San Francisco Bay to Highway 101 flood protection project is designed to protect against a 100-year San Franciscquito creek flow event happening at the same time as a 100-year high tide event that is marked by a sea level rise of 26 inches.

Preserving Our Place — A Community Field Guide to Engagement, Resilience, and Resettlement: Community Regeneration in the Face of Environmental and Developmental Pressures
2019
In 2019, the Isle de Jean Charles Biloxi-Chitimacha-Choctaw Tribe (IDJC) collaborated with the National Academy of Sciences (NAS) to release a field guide, Preserving Our Place — A Community Field Guide to Engagement, Resilience, and Resettlement: Community Regeneration in the Face of Environmental and Developmental Pressures. IDJC is in the process of relocating from the Louisiana coast to a new community further inland due to significant land loss and flooding impacts. The field guide was developed to serve dual purposes: first, to document the community engagement process that IDJC has developed throughout its resettlement planning process; and second, to provide procedural guidance and lessons learned for communities that are also contemplating large-scale relocation. The field guide can be used by other tribal or frontline coastal communities that are considering potential larger-scale managed retreat or relocation strategies to adapt to climate change impacts like sea-level rise and other stressors and pressures, like environmental justice and encroaching development.

Alliance of Regional Collaboratives for Climate Adaptation (ARCCA)
California’s Alliance of Regional Collaboratives for Climate Adaptation (ARCCA) was formed in early 2012 to coordinate regional and local efforts in preparing California for the impacts of climate change. ARCCA currently brings together five regional collaboratives from across the state including San Diego, Los Angeles, the San Francisco Bay Area, Sacramento, and the Sierras. The collaboratives are supporting local climate partners in projects to enhance resiliency and adaptation at the community level.

Prince William County Stormwater Fee
1994
Prince William County, Virginia established a stormwater utility in 1994 to pay for the county's stormwater management plan. Landowners of developed properties pay a fee based upon the amount of impervious surface on their property. In 2014, the county assessed fees of $38.21/year for owners of single family homes, $28.69/year for owners of townhomes or apartments, and business owners are charged $18.56 per 1,000 sq. ft. of impervious area.
