Climate Ready Missoula: Building Resiliency in Missoula County

Climate Ready Missoula is an adaptation-focused plan that identifies the greatest climate risks that Missoula County, Montana faces and the potential steps the community can take to address these risks. Formed in collaboration with community organizations and individuals, the plan includes a discussion of climate change projections and scenarios, vulnerability assessments of Missoula County, climate adaptation goals and strategies, and next steps for implementation of the plan. The plan also outlines 12 guiding principles to help focus implementation efforts going forward; the principles emphasize the importance of equity, cultural values, collaboration, science-informed and proactive decisionmaking, ecosystem valuation and cost-benefit analysis, and innovation.

When Rising Seas Hit Home

According to the Union of Concerned Scientists (UCS), hundreds of coastal communities in the U. S. have, or can expect to have, chronic and disruptive flooding inundation from sea level rise in the next few decades. This study identifies all of these communities that will experience enough severe flooding to require either large investments to defend or accommodate sea level rise, or, have to retreat and relocate. The analysis also identifies the “response time” remaining before such flooding occurs, and therefore gives affected communities perspective on the time they have to prepare.

This report offers specific strategies, based on examples from throughout the Chesapeake Bay region and the country, to improve the operations and maintenance of GI practices.

Creation of “Adaptation Action Areas” in Florida's Community Planning Act

The 2011 Florida Legislature passed the Community Planning Act (CPA - HB 7207) making significant changes to the state’s growth management laws, including the addition of optional adaptation planning for coastal hazards and the potential impacts of sea level rise. The Adaptation Action Area (AAA), as defined in the CPA, is an optional comprehensive plan designation for areas that experience coastal flooding and that are vulnerable to the related impacts of rising sea levels for prioritizing funding for infrastructure and adaptation planning.

Signed by Secretary of the Interior Kenneth Salazar, this 2009 secretarial order delegates to the U.S. Bureau of Reclamation the authority to construct, operate, and maintain the Navajo-Gallup Water Supply Project, New Mexico, which provides a municipal and industrial water supply to the eastern section of the Navajo Nation, the southwestern part of the Jicarilla Apache Nation, and the City of Gallup, New Mexico.

Adaptation to Climate Change in the Houston-Galveston Area: Perceptions and Prospects

The objectives of this Capstone project and report from the Bush School of Government and Public Service at Texas A&M University were to address the impacts of climate change in the Houston-Galveston area of Texas, as well as the utility of adaptation as a solution to climate impacts. The Houston-Galveston Area Council (H-GAC) created a panel (the 'Foresight Panel') that examined the impacts of climate change in the Houston-Galveston region. In 2008, this panel produced a report which made recommendations to local governments regarding climate change adaptation strategies - which was utilized as an initial basis for this research.

Florida House Bill No. 7053 (2022): An Act Relating to Statewide Flooding and Sea Level Rise Resilience

In 2022, the Florida state legislature passed House Bill 7053, codifying the Office of Resilience and position of Chief Resilience Officer, which were first created by Executive Order in 2019. The purpose of the Office is to review all flood resilience and mitigation activities in the state and coordinate flood resilience and mitigation efforts with federal, state, and local governmental entities. The bill also provides for the duties of the CRO, who is appointed by the governor and leads the Office of Resilience.

Resilient Edgemere, New York City, Community Plan
2017
The Resilient Edgemere Community Plan is a long term plan for social and climate resilience for the coastal community of Edgemere in New York City (NYC), New York. After Hurricane Sandy, the NYC Department of Housing Preservation and Development launched the Resilient Edgemere Community Planning Initiative in 2015. Edgemere is a low-lying waterfront community located on a barrier island (the Rockaways) that continues to recover from Sandy, while increasingly vulnerable to climate change impacts such as intensified coastal storms and sea-level rise.

The Texas Title Project
2013
The Texas Title Project was a two-year program that began in 2013 after Hurricanes Dolly and Ike devastated Texas, and critically impacted lower-income communities. The purpose of the program was to help low-income families whose homes were destroyed during the hurricanes to acquire clear title to their property so that they could be eligible for government funding. In clearing any issues relating to these titles, homeowners then became eligible for federal government rebuilding assistance. The project's threefold mission was to: clear titles for those homeowners and families that participated in the program; develop a general model for providing these types of legal services that could be implemented in the future, when another disaster occurred; and to study the barriers that existed that prevented low-income homeowners from having a clear title, especially in areas that are disproportionately affected by disasters. In the two years it was operational, the Texas Title Project provided services for more than 350 families seeking disaster recovery assistance in East Texas and the Lower Rio Grande Valley.
