Alliance of Regional Collaboratives for Climate Adaptation (ARCCA)

California’s Alliance of Regional Collaboratives for Climate Adaptation (ARCCA) was formed in early 2012 to coordinate regional and local efforts in preparing California for the impacts of climate change. ARCCA currently brings together five regional collaboratives from across the state including San Diego, Los Angeles, the San Francisco Bay Area, Sacramento, and the Sierras.  The collaboratives are supporting local climate partners in projects to enhance resiliency and adaptation at the community level. The goals of ARCCA’s collaboration are to share information and intelligence among regions on best practices and lessons learned; and to work collectively with state and federal agencies to streamline state and regional adaptation assistance to local governments.

ARCCA partnered with the Georgetown Climate Center to explore formation, governance, and funding options for regional adaptation collaboratives throughout the country. 

As described by ARCCA, regional adaptation collaboratives have emerged as a response to the need of stakeholders to work more effectively across jurisdictional boundaries on climate change impacts where no one existing entity is set up to address all of the impacts that a region faces.

ARCCA was established by California's regional climate adaptation leaders in conjunction with the Governor’s Office of Planning and Research. In each region, multi-stakeholder collaboratives have been formed including:

Sierra Climate Adaptation & Mitigation Partnership (Sierra CAMP)

Capital Region Climate Readiness Collaborative (Sacramento)

Bay Area Regional Collaborative

Los Angeles Regional Collaborative for Climate Action and Sustainability

San Diego Regional Climate Collaborative

Central Coast Climate Collaborative

Case studies for each of ARCCA’s first five member regional adaptation collaboratives are available online in the Regional Adaptation Collaborative Toolkit.

The Toolkit is a framework for forming a regional adaptation network; guidance for structuring a regional collaborative; and offers insights into effective governance mechanisms for engaging local, regional, state, and national stakeholders in adoption of new collaborative relationships.
