Uniform Relocation Assistance and Real Property Acquisition Act of 1970
The Uniform Relocation Assistance and Real Property Acquisition Act of 1970 (URA) (42 U. S. C. §§ 4621 et seq. (2020); 49 C. F. R. pt. 24 (2020)) is a federal law enacted to provide standard and predictable real property acquisition and relocation expenses for homeowners and tenants of land acquired through eminent domain. URA ensures consistent treatment for people displaced through federal programs or with federal funding. State and local governments can learn and draw from URA when evaluating the amount and types of relocation assistance potentially provided for bought-out homeowners and tenants as a part of comprehensive retreat strategies.

Virginia Beach Sea Level Rise Policy Response Report

In 2019, the City of Virginia Beach, Virginia released its Sea Level Rise Policy Response Report which identifies climate adaptation strategies, objectives, and potential legal and policy actions it could adopt to reduce Virginia Beach’s short- and long-term flood risk. The flood issues in Virginia Beach are multifaceted and the City is considering a range of adaptation responses — from engineering and planning to regulations and market-based tools — with the aim of pursuing a long-term, comprehensive approach.

The guidebook provides detailed step-by-step guidelines for policymakers to ensure social equity is embraced and implemented throughout the adaptation processes, from goal setting, to policy implementation, to outcome evaluation.

RainReady Calumet Corridor, IL Plan
2017
This plan outlines a vision for stormwater management, sustainable economic development, and integrated planning to enhance resilience within the Calumet Corridor in Cook County, Illinois (20 miles south of Chicago). This area experienced a severe rain and wind storm in April 2013 resulting in urban flooding and widespread property damage. The region’s flat, low-lying topography, historical patterns of land development that covered natural land with impervious surfaces, the changing climate, and aging infrastructure all contribute to the Corridor’s vulnerability to future flooding.

San Diego, California Climate Action Plan
December 2015
The City of San Diego, California Climate Action Plan is a strategy to meet greenhouse gas reduction targets, and to achieve resiliency to climate change impacts. The CAP provides strategies for the City to collaborate with communities in assessing vulnerability to future climate change, developing overarching adaptation strategies and implementing measures to enhance resilience. A chapter dedicated to climate change adaptation identifies climate impacts for San Diego, illustrates current climate adaptation efforts throughout the state, and provides a guide to adaptation and resiliency strategy development.

Metro Boston Climate Preparedness Commitment
May 13, 2015
Mayors from fourteen cities in the metropolitan Boston region adopted the “Metro Boston Climate Preparedness Commitment” on May 13, 2015, agreeing to collaborate to prepare the region for the impacts of climate change. The fourteen municipalities will work together to coordinate actions necessary for adapting trans-boundary critical infrastructure systems, to develop best practices for local governments and policy recommendations for state and federal partners, and to identify funding and investment solutions to take regional action.

Legal Considerations for Climate Change Impacts on Tribes’ Off-Reservation Resources

Roughly 1. 2 million U. S. tribal members living on or near reservations are experiencing constraints on their lifestyles and economic activity due to the impacts of climate change. Forest resources are deteriorating due to invasive species, while salmon are threatened by warmer water temperatures. In the United States, the federal government has an obligation to exercise legal authorities to protect tribal lands, resources and rights. Because ecosystems and ecosystem impacts permeate jurisdictions and borders, tribal dependence on the land extends beyond on-reservation resources.

Atlanta, Georgia Transit Asset Management System Pilot Project
August 2013
The Metropolitan Atlanta Rapid Transit Authority (MARTA) participated in a pilot program (“pilot”) that looks at climate stressors in the Atlanta region, and explores ways that MARTA may modify their asset management system to monitor changes to the region’s assets caused by climate change and help identify response strategies. Under this pilot, MARTA inventoried system assets and used climate risk modeling projections to assess the vulnerability of assets to climate risk; identified strategies to manage risks; and incorporated risk management strategies into lifecycle management plans by monitoring and updating asset records following any change in condition.

NOAA Coastal Zone Enhancement Grants (Section 309)
NOAA's Coastal Zone Enhancement Program (CFDA Number: 11. 419) provides formula grants to state and territorial coastal zone management programs to help jurisdictions enhance and improve the management of coastal resources in nine "enhancement areas" (defined below). Funds are provided directly to states that can use those grants to assess their coastal management programs and identify opportunities to enhance the effectiveness of their programs. Grants are used to develop legal and policy changes and cannot be used for capital projects.

City of Los Angeles Mayor Eric Garcetti released the Sustainable City pLAn to provide a roadmap for a Los Angeles that is “environmentally healthy, economically prosperous, and equitable in opportunity for all. ” The pLAn is a guide to sustainability policies and actions for all City departments, now and over the next 20 years. A complimentary pLAn website was developed to share the document itself and the vision behind it, as well as to present information on each of the City’s sustainability goals.
