Surviving and Thriving in the Face of Rising Seas: Building Resilience for Communities on the Front Lines of Climate Change

From the Union of Concerned Scientists (UCS), this report explores the increased risks faced by socially vulnerable populations to sea-level rise. Building on prior research finding that elderly, minorities, and poor populations will be disproportionately affected by climate change, the paper presents an analytical framework for identifying “climate equity hotspots,” or places where socially vulnerable people live that are also at high risk for coastal flooding.

NOAA Guidance for Considering the Use of Living Shorelines

The “Guidance for Considering the Use of Living Shorelines,” developed by the National Oceanic and Atmospheric Administration (NOAA) Living Shorelines Workgroup, represents an agency-wide effort to encourage the use of living shorelines as a shoreline stabilization technique along sheltered coasts. The report describes NOAA’s living shorelines guiding principles and how to navigate NOAA’s potential regulatory and programmatic roles in living shorelines project planning. This guidance also provides a conceptual framework of 12 questions to help NOAA and their partners when planning a shoreline stabilization effort.

Central New Mexico Climate Change Scenario Planning Project and Long Range Metropolitan Transportation Plan

The Mid-Region Council of Governments of New Mexico (MRCOG) is integrating climate change analysis into long-range transportation and land use planning through the Central New Mexico Climate Change Scenario Planning Project. MRCOG partnered with federal land management agencies, the U. S. Department of Transportation Volpe Center, and the Federal Highway Administration (FHWA) to plan for a regional reduction in future greenhouse gas emissions, and to prepare for the potential impacts of climate change.

Stormwater Management Toolkit: Urban Watershed Planning Game

As part of the Stormwater Management Toolkit, San Francisco Public Utilities Commission (SFPUC) developed the Urban Watershed Planning Game. This game helps the SFPUC understand community priorities by presenting a diverse group of community members with the task of updating San Francisco’s sewer system. The game fosters the development of green infrastructure solutions that help San Francisco adapt to the impacts of climate change in a financially feasible, community driven manner. This game is a great resource for city planners, watershed managers, public engagement officers, and citizens.

Broward County, Florida Comprehensive Plan - Climate Change Element

The Broward County Climate Change Element contains policies that are an extension of the 126 recommendations detailed in “Broward’s Climate Change Action Plan - Addressing our Changing Climate,” as developed by the Broward County Climate Change Task Force in 2010. The Broward County Climate Change Element provisions passed in February 2013 - designed to provide a framework for integrating the economic, environmental, and social factors of climate change for this coastal county of Southeast Florida.

Climate Mapping for a Resilient Washington Tool

The “Climate Impacts for a Resilient Washington” tool was developed by the Climate Impacts Group (in partnership with the University of Idaho’s Research Data & Computer Services for web development) to provide easily accessible climate information for decisionmakers working on resilience in Washington state. The tool is primarily intended for local governments, state agencies, and other officials who are considering resilience plan changes and submitting grant applications; and GIS professionals, planners, engineers, outreach specialists, and other technical staff members.

The Infrastructure Investment and Jobs Act

The bipartisan Infrastructure Investment and Jobs Act (IIJA) (H. R. 3684, also known as the Bipartisan Infrastructure Law) was signed into law on November 15, 2021. It includes historic levels of investment for infrastructure — $550 billion in new spending over five years and $650 billion for existing programs, totaling $1. 2 trillion. IIJA includes numerous standalone acts, including the Surface Transportation Investment Act of 2021, the Surface Transportation Reauthorization Act of 2021, the Drinking Water and Wastewater Infrastructure Act of 2021, the Wildland Fire Mitigation and Management Commission Act of 2021, the Repairing Existing Public Land by Adding Necessary Trees (REPLANT) Act, and the Infrastructure Investments and Jobs Appropriations Act.

Building a Just Climate Future for North Carolina

Developed by the Center for American Progress, the report Building a Just Climate Future for North Carolina (report) provides state leadership in North Carolina with strategies to address the pressing public health and safety threats that stem from climate change. The authors recommend six actions for policymakers to take that -- alongside actions laid out in the state’s executive order (EO) 80 and EO 143, the state’s Clean Energy Plan, and Climate Risk Assessment and Resilience Plan -- they argue will help the state address climate change while advancing conomic, racial, and environmental justice.
