A Resilient Power Capital Scan: How Foundations Could Use Grants and Investments to Advance Solar and Storage in Low-Income Communities

This report identifies market barriers to deploying solar and energy storage technologies in low-income markets, and proposes more than 50 grant and investment opportunities that socially-minded investors can use to target those barriers. Solar and energy storage can further climate adaptation by helping communities avoid power outages. The report includes a detailed analysis of the energy market and a matrix of interventions organized according to market participant, barriers, and difficulty.

Monitoring, Mapping, Modeling, Mitigation, and Messaging: Maine Prepares for Climate Change

The Environmental and Energy Resources Working Group was established by Governor LePage to identify ways that Maine can better respond to climate change. Lead by the Department of Environmental Protection (DEP), this Working Group’s report summarizes ongoing adaptation projects and identifies ways that the work could be streamlined. It also includes input from stakeholders at public meetings which helped inform its recommendations. The report’s recommendations are divided into five broad approaches: monitoring, mapping, modeling, mitigation, and messaging.

The Economic Case for Restoring Coastal Ecosystems
April 2014
The Center for American Progress (CAP) and Oxfam America collaborated with a research team to identify and analyze 3 coastal restoration sites of the 50 that NOAA funded through the American Recovery and Reinvestment Act of 2009. A detailed economic analysis of three sites was produced that exemplify the potential economic benefits of coastal restoration. The sites analyzed for the report are an oyster reef and sea grass restoration project in the Seaside Bays of Virginia, an oyster reef project in Mobile Bay, Alabama, and salt marsh restoration in San Francisco Bay, California.

Florida Sea Level Scenario Sketch Planning Tool for Transportation Planning

Developed by researchers at the University of Florida and funded by the Florida Department of Transportation (FDOT), this report details the development of a Sea Level Scenario Sketch Planning Tool for assessing vulnerabilities of transportation facilities to sea level rise. This planning framework builds off of previous FDOT-funded research that was conducted in 2012 by Florida Atlantic University, and is detailed in the report Development of a Methodology for the Assessment of Sea Level Rise Impacts on Florida’s Transportation Modes and Infrastructure.

Assessing the Risk of 100-Year Freshwater Floods in the Lamprey River Watershed of New Hampshire Resulting from Changes in Climate and Land Use

This NOAA funded project is assessing flood risk associated with existing and future land use and climate change scenarios for the Lamprey River watershed of Great Bay, New Hampshire to support land use decision-making. Key products include maps at the watershed and municipality scale of the 100-year flood risk boundaries and river discharge at specific locations under selected land use and climate change scenarios.

Port Authority of New York and New Jersey (PANYNJ) Engineering Department Manual - Climate Resilience Design Guidelines

The Engineering Department of the Port Authority of New York and New Jersey (PANYNJ) produced the Climate Resilience Design Guidelines (guidelines) to ensure that climate-related risks are factored into design and management of agency facilities and infrastructure. In particular, the guidelines focus on future sea-level rise projections and provide a methodology for incorporating projections into design criteria while allowing project teams flexibility to design cost-effective solutions. PANYNJ project architects and engineers are to use the guidelines to assess the vulnerability of projects to future impacts and to address those impacts when designing port authority infrastructure and buildings.

Environmental Impact Report in San Francisco Bay Area Transportation 2035 Plan: Change in Motion

The Metropolitan Transportation Commission (MTC) completed an Environmental Impact Report (EIR) In order to assess the impacts of proposed transportation investments in the San Francisco Bay Area. The EIR includes a qualitative assessment of potential climate change impacts on the region’s transportation system, with a focus on sea-level rise impacts. It also suggests measures to protect transportation assets from the impacts of climate change. The EIR, finalized in 2009, was part of the development of the MTC’s long-range transportation plan, “Transportation 2035 Plan: Change in Motion.

Rebuild by Design: Commercial Corridor Resiliency Project Proposal -- Transportation Elements
June 2014
The proposed Commercial Corridor Resiliency Project included an element designed to improve the resiliency of a Queens, New York subway station by elevating the platform at Far Rockaway. The project proposal was developed and was selected as a finalist as part of the U. S. Department of Housing and Urban Development’s (HUD) Rebuild by Design Competition by the design team HR&A/Cooper Robertson. This proposal shows how the impacts of climate change like flooding can be addressed through elevating critical infrastructure while expanding access to commercial hubs.

Louisiana 2017 Coastal Master Plan
June 2, 2017
In June 2017, the Louisiana State Legislature unanimously approved the state’s 2017 Coastal Master Plan, which updates the state’s 2012 plan. The Coastal Master Plan provides a 50-year blueprint for directing Louisiana’s investments, regulations, and programs in coastal restoration, resilience, and protection. The plan recommends 124 projects to restore coastal ecosystems, build flood control structures, and enhance land-use policies to reduce flood risks in coastal Louisiana communities and to enhance coastal economies and ecosystems.
