King County, Washington Ordinance 16948 and Equity Impact Review Process

Ordinance 16948, commonly referred to as King County’s Equity and Social Justice Ordinance, establishes definitions and directs implementation steps related to the “fair and just” principle of the adopted 2010-2014 countywide strategic plan. These steps include: applying “equity and social justice foundational practices” to county actions, plans, systems, and budgets; establishing an interbranch team to facilitate accountability and coordination; and releasing an annual equity report.

Swinomish Climate Change Initiative: Climate Adaptation Action Plan

The ultimate goal of the Swinomish Climate Change Initiative of the Swinomish Tribal Community was to develop an action plan for the adaptation and mitigation of potential risks and impacts of climate change. Under the guidance and coordination of the Swinomish Office of Planning and Community Development, the first year of the Initiative was devoted to the assessment of projected impacts, as presented in an Impact Assessment Technical Report issued in the fall of 2009. The second year of the project was focused on the evaluation of strategies and options for recommended actions to counter identified impacts, which resulted in the preparation and release of this report.

Green Roofs in Seattle: A Survey of Vegetated Roofs and Rooftop Gardens

This report, Green Roofs in Seattle, summarizes finding from a 2009 inventory of green roofs located within the city limits of Seattle, Washington. The inventory was completed as a result of a collaboration between Seattle Public Utilities, the Seattle Department of Planning and Development, and the Green Futures Lab at the University of Washington. In part, the research was designed with the intention of gaining insight into Seattle’s growing green roof industry and its trends, to create a baseline understanding of this emerging marketplace, and to gauge the actual use of green roofs as a Green Stormwater Infrastructure tool.

Climate Change Vulnerability Assessments: A Review of Water Utility Practices

The study describes the activities of eight water utilities who have conducted climate vulnerability assessments: East Bay Municipal Utility District (CA), City of Boulder Utilities Division (CO), Denver Water (CO), Massachusetts Water Resources Authority, New York City Department of Environmental Protection, Portland Water Bureau (OR), Lower Colorado River Authority (CO), and Seattle Public Utilities (WA). This report provides a review of best practices in this emerging effort across the industry for the purpose of informing utilities considering engaging in this issue about the various methods used by their peers.

Local Strategies for Addressing Climate Change, Vol. 2

This resource is a collection of case studies that ran in the NOAA Coastal Services Center's (CSC) magazine 'Coastal Services. ' These stories document states' efforts to combat climate change and, in particular, sea-level rise. The solutions discussed are varied. On a national level, the CSC describes the work the EPA's Climate Ready Estuaries Program has done to help local estuary managers adapt to climate change. Meanwhile, ICLEI and the state of Oregon have developed new materials and programs that relate to communicating about issues related to coastal adaptation.

Climate Adaptation Priorities for the Western States: Scoping Report
June 2010
The Western Governors Association's Climate Adaptation Work Group's first task was to develop this scoping report in an effort to identify state and regional priorities for planning and adapting to a changing climate. Three specific goals were identified for further discussion: 1) foster coordination on adaptation activities, particularly between state and federal efforts; 2) identify key science needs for Western states; and 3) begin to share smart practices among states. This report focuses on priority actions that could help states adequately plan for and improve resiliency to a changing climate.

This report from the Western Governor's Association, along with the 2006 report, "Water Needs and Strategies for a Sustainable Future," and the 2008 report, "Water Needs and Strategies for a Sustainable Future: Next Steps" includes consensus recommendations to promote the cooperation between western states and federal, local, and private sector partners in addressing the challenges of over-appropriated watersheds, population growth, land use changes, water needs for in-stream uses, and water supply and water management strategies.

Projected Health Impacts of Climate Change in Thurston County

This white paper is a summary of the public health effects that can be expected due to climate change impacts in Thurston County, Washington. It is intended to build an understanding of, and capacity to plan for, the public health consequences of climate change within the county's health department. Findings are based on a review of literature, websites, and conversations with local researchers conducted in September, 2009, as one of the early steps in carrying out a grant award from the National Association of City and County Health Officials (NACCHO).

Climate Action Plans and Long-Range Transportation Plans in the Pacific Northwest: a review of the state of practice

Using online research and a survey, the authors of this report evaluated if and how agencies in the Pacific Northwest are preparing for climate change in their climate action plans (CAPs). Additionally, the report indicates if the goals and recommendations of CAPs are reflected in long-range transportation planning (LRTP) documents; providing examples of how CAPs can better support transportation planners. This report includes a discussion of projected climate change impacts on surface transportation infrastructure and operations by state.
