Mission Creek Sea Level Rise Adaptation Study - San Francisco, California
September 2016
This report presents a high-level vulnerability assessment along with seven adaptation design concepts for Mission Creek and the Mission Bay neighborhood adjacent to the San Francisco Bay in San Francisco, California. This adaptation study seeks to inform sea level rise resilient redevelopment in Mission Bay - one of the largest redevelopment projects in the city of San Francisco. Though focused around Mission Creek, the process and design ideas detailed in this report can be replicated in other parts of the Bay Area.

City of Sacramento, California Tree Ordinance
August 4, 2016
On August 4, 2016, Sacramento’s City Council unanimously approved a revised tree ordinance that provides additional clarity on how the city manages trees on both public and private property. The ordinance describes trees as an essential part of the city - providing scenic beauty, increasing oxygen levels, promoting ecological balance, providing natural ventilation and air quality improvements, preventing erosion, increasing property values, and improving quality of life. The ordinance combines three prior ordinances into a single ordinance, and updates policies to more stringently protect Sacramento’s tree canopy.

Sonoma County, California Climate Readiness Plan - Climate Action 2020 and Beyond

Sonoma County, California developed their Climate Action 2020 and Beyond plan primarily to address greenhouse gas mitigation opportunities for the county, but also to initiate adaptation planning. A chapter of the report focused on climate change adaptation is offered as the Climate Readiness Plan. This plan provides a vulnerability assessment that evaluates climate impacts on three key community resource areas - people and social systems, built systems, and natural and working lands. This chapter also discusses adaptation solutions already underway in Sonoma, and provides general adaptation goals and strategies as a starting point for the County to respond to the impacts identified through the vulnerability assessment.

FHWA Resilience Pilots
FHWA supported the work of state Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to develop and pilot approaches for assessing the vulnerability of transportation systems to climate change and develop strategies for building resilience in the transportation sector. Nineteen pilot projects were selected and the pilot jurisdictions worked with FHWA's Climate Change and Extreme Weather Vulnerability Assessment Framework. This FHWA website includes the individual pilot studies for the pilot projects funded in 2013-2015 and webinars of the pilot teams discussing their work and their findings.

San Francisco Bay Clean Water, Pollution Prevention and Habitat Restoration Measure

The San Francisco Bay Clean Water, Pollution Prevention and Habitat Restoration Measure (Measure AA) is a $12-per-year parcel tax for the San Francisco Bay area of California — which passed with over 70% support in all nine Bay Area counties on June 7, 2016. The measure is anticipated to generate $500 million over 20 years — approximately $25 million annually for critical tidal marsh restoration projects around San Francisco Bay. Measure AA was the first parcel tax in the history of the state to be levied throughout an entire region encompassing multiple counties.

City of Del Mar, California Climate Action Plan

The City of Del Mar, California adopted a Climate Action Plan in June 2016. The plan focuses on how the city is going to reach a goal of 100% renewable power by 2035, the plan also includes a chapter on adaptation (Chapter 4). The Adaptation Chapter lays out climate change projections that the city can anticipate: warmer temperatures, increased droughts, and more extreme weather events. It then lays out specific adaptation strategies by sector and impact, including the following examples: Public health - restore natural areas to improve air and water quality; facilitate access to cooling centers; reduce urban heat islands with cool pavements and by increasing urban tree canopy; design buildings to reduce reliance on mechanical cooling and energy (e.

Gleason Beach, California (Highway 1) Road Realignment Project
The California Department of Transportation (Caltrans) is proposing to realign a section of Highway 1 near Gleason Beach in Sonoma County to provide long-term protection from coastal bluff erosion threatening the highway and surrounding area. The highway provides the only access between Bodega Bay and Jenner communities and is the sole vehicular route north to south for coastal Sonoma County. Multiple efforts since the late 1990s have sought to stabilize the roadway in place via various measures to shore up the bluff, but these protective measures cannot offer a reliable long-term solution.

CA Executive Order B-37-16: Making Water Conservation a California Way of Life

B-37-16 “Making Water Conservation a California Way of Life” is an executive order that builds on temporary statewide emergency water restrictions set forth by Governor Brown and the State Water Resources Control Board in 2015, to establish longer-term water conservation measures for California. In response to the extreme and persistent drought conditions along with warmer weather and reduced snowpack expected for the state, the 2016 executive order directs permanent changes to: use water more wisely, eliminate water waste, strengthen local drought resistance, and improve agricultural water use efficiency and drought planning.

Los Angeles Clean Up Green Up Ordinance
April, 2016
In April 2016, the Los Angeles City Council unanimously passed a groundbreaking ordinance to address environmental justice concerns within three distinct neighborhoods: Boyle Heights, Pacoima-Sun Valley, and Wilmington. For decades, these three communities – comprised primarily of low-income, Latinx individuals and families – suffered a wide range of health effects, due mostly to the high concentration of polluting industrial sites within their neighborhoods. To address these inequalities, LA City Council passed and implemented the Clean Up Green Up Ordinance with a three-pronged goal in mind: (1) to reduce pollution in the most toxic, hotspot areas; (2) to prevent additional pollution; and (3) to revitalize these neighborhoods through supporting local businesses and economic development.
