California Climate Adaptation Planning Guide
June 2020
The California Adaptation Planning Guide (APG) is a tool that local governments and organizations can use to integrate best practices into their adaptation planning efforts. First published in 2012, the guide has since been updated in 2020, and includes an improved step-by-step process communities can use to plan for climate change. The updated APG reflects the latest best practices, especially in light of the many updates to California’s plans, programs, science, regulations, and policies.

Climate-Informed Anti-Displacement Initiatives in California: Transformative Climate Communities

The Greenlining Institute (GLI) is a nonprofit organization founded to advance economic opportunity and community empowerment through policy, research, organizing, and leadership throughout California. The Environmental Equity team works to address climate change, pollution, and poverty while ensuring that any investments or adjustments made as a result of their projects take into consideration community input in decision making and anti-displacement strategies. GLI and the California Environmental Justice Alliance (CEJA) co-sponsored Assembly Bill 2722, which created the Transformative Climate Communities (TCC) program.

Conservation Lands Network Explorer Tool - San Francisco Bay Area, California
The Conservation Lands Network Explorer Tool is an online decision support tool to explore the conservation and biodiversity values of areas within the nine counties that make up California’s San Francisco Bay Area. The Explorer is an interactive map that allows users to visualize various conservation- and climate-related spatial data. The tool was designed to be accessible to all users, no matter GIS skill level. The information provided can help inform land conservation and adaptation strategies.

Caltrans District Climate Change Vulnerability Assessments (2019)
October 2019
Between 2017 and 2019, the California Department of Transportation (Caltrans) produced climate change vulnerability assessments and corresponding GIS mapping tools for each of its twelve districts covering the state to help build resilience through transportation decisionmaking. For each Caltrans district, the assessments include high-level overviews of climate change impacts (summary reports) and detailed technical reports on the processes used to identify relevant climate impacts. The reports and mapping tools are designed to help Caltrans planners understand impacts to the portions of the State Highway System (SHS) and other assets in each district, and plan projects accordingly to ensure resilience under future conditions.

California AB-65 Coastal protection: climate adaption: project prioritization: natural infrastructure: local general plans

California AB-65 requires the State Coastal Conservancy to prioritize funding coastal projects that use natural infrastructure in in support of coastal climate change adaptation. It authorizes the Conservancy also to provide technical assistance to coastal communities to better assist them with their projects that use natural infrastructure. AB-65 applies to the distribution of the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018, or Proposition 68 funding.

State of California Executive Order N-19-19
September 20, 2019
California Governor Gavin Newsom signed Executive Order N-19-19 on September 20, 2019 to require the redoubling of the state’s “efforts to reduce greenhouse gas emissions and mitigate the impacts of climate change while building a sustainable, inclusive economy.” The Executive Order (EO) includes four main directives:

Karuk Tribe Climate Adaptation Plan
August 16, 2019
Karuk have lived in the Klamath-Siskiyou Mountains in the mid-Klamath River region of northern California beyond documented history, and now face severe climate change impacts to their territory and way of life. The Karuk Climate Adaptation Plan details climate impacts and adaptation strategies for the Karuk tribe and culture, local species and habitats, human health, critical infrastructure, tribal programs, tribal sovereignty and management authority. The climate adaptations evaluated have combined western science and Karuk traditional knowledge, and are recommended based on 22 focal species cultural indicators “for human responsibilities and necessary human actions” across seven habitat management zones.

PG&E Better Together Resilient Communities Grant Program
March 1, 2018
The Pacific Gas and Electric Company (PG&E) Better Together Resilient Communities grant program funds initiatives to help California communities better prepare for, withstand, and recover from extreme weather events and other risks related to climate change. PG&E is investing $2 million over five years in shareholder-funded grants. In 2018, PG&E focused on projects to help communities prepare for increased frequency and severity of extreme heat events, and the 2019 Resilient Communities grant program focused on wildfire risk.

Santa Monica Sustainability Rights Ordinance
June 25, 2019
The Santa Monica Sustainability Rights Ordinance, adopted by the Santa Monica City Council in June 2019, declares a human right to a healthy environment and grants natural ecosystems a right of existence. The ordinance reaffirms the City’s commitment to protecting and modeling sustainability, including with regard to rights it recognizes but believes existing law fails to protect. The ordinance empowers citizens to bring suit to protect nature’s rights and their own related to the environment.
