Connecticut Public Act 12-148: An Act Enhancing Emergency Preparedness and Response

Connecticut’s Public Act 12-148, ‘An Act Enhancing Emergency Preparedness and Response,’ was signed into law by Governor Malloy in July 2012 to improve the ability of the state, municipalities, and utility companies to better prepare for natural disasters and other emergencies. The legislation is designed to strengthen infrastructure, bolster local preparedness training, improve communication between state and local leaders, and to hold utilities accountable for preparedness planning. Public Act 12-148 will help improve emergency preparedness for natural disasters and intense weather events by: - Establishing standards for the utility, telecommunication, and cable companies during emergency events and establishing penalties in the event the companies do not meet these standards; - Requiring utility companies, telecommunication companies, and Voice Over Internet Protocol (VOIP) Service Providers to submit emergency plans for restoring service; - Creating a microgrid pilot program to be administered by the Department of Energy and Environmental Protection; - Studying the feasibility of requiring backup power for telecommunications towers and antennas; - Encouraging the coordination of underground infrastructure projects; and - Requiring the development of procedures to expedite the process of road-clearing following an emergency.

USGS Integrated Watershed Scale Response to Global Change in Selected Basins Across the United States

The United States Geological Survey (USGS) has utilized water availability models to project local-level climate change impacts in 14 water basins. To determine the sensitivity and potential effect of long-term climate change on the freshwater resources of the U. S. , the USGS Global Change study, “An integrated watershed scale response to global change in selected basins across the United States” was started in 2008 and published its results in 2012. The long-term goal of this study is to provide the foundation for hydrologically based climate change studies across the nation.

The Connecticut Adaptation Resource Toolkit (CART) was developed by the Connecticut Department of Energy and Environmental Protection (CT DEEP) and ICLEI-Local Governments for Sustainability USA (ICLEI USA) - with funding from the US Environmental Protection Agency’s (EPA) Climate Ready Estuaries program. CART was developed to help local government staff, committee members and active participants in Connecticut have instant access to climate change adaptation resources.

Connecticut Coastal Omnibus Bill - An Act Concerning the Coastal Management Act and Shoreline Flood and Erosion Control Structures (SB 376, Public Act 12-101)

In 2012 the Connecticut General Assembly passed Public Act 12-101, ‘An Act Concerning the Coastal Management Act and Shoreline Flood and Erosion Control Structures.’ For the first time, the concept of sea level rise was incorporated into the Connecticut Coastal Management Act (CMA)’s general goals and policies of coastal planning.

Preparing for the Changing Climate: A Northeast-Focused Needs Assessment

Preparing for Climate Change in Groton, Connecticut: A Model Process for Communities in the Northeast
April 2011
Through the Long Island Sound Study, ICLEI - Local Governments for Sustainability USA and the Connecticut Department of Energy and Environmental Protection (CT DEEP) partnered with Groton, Connecticut to conduct an analysis of how and if federal, state, and local stakeholders could collaborate to enhance resilience towards climate change at the local level. The Long Island Sound Study (LISS) is a National Estuary Program and is eligible for EPA grants under the climate change initiative Climate Ready Estuaries.

The Digital Coast is a collaborative effort of organizations committed to providing data and information, tools, and training resources to help address timely coastal issues - including land use, coastal conservation, hazards, marine spatial planning, and climate change. NOAA's Coastal Services Center is maintaining the Digital Coast website which provides access to all the resources being developed and contributed by academic institutions, public and private sector entities. Connecticut's 2010 Natural Hazard Mitigation Plan Update

This 2010 Update to Connecticut's Natural Hazard Mitigation Plan expands the 2007 plan to cover years 2010 - 2013. A good example of mainstreaming the consideration of climate change into existing planning efforts, this update discusses the projected impacts of climate change within each of the major sections of the plan addressing hurricanes, tornadoes, cyclones, precipitation, flooding, droughts, and wildland fires, and their relation to hazard mitigation as a whole.

Climate Change Tree Atlas

The Climate Change Tree Atlas helps determine current and future suitable habitat and distribution of 134 tree species in the Eastern United States based on current climate and projected suitable habitat for the year 2100. The Atlas provides detailed information on environmental characteristics defining these distributions for each species, and can be used to develop large-scale projections of species responses to climate change.
