Cost-Efficient Adaptation in the North Atlantic
October 2013
This report summarizes the work of two NOAA-funded graduate fellows research on community-level coastal flood management and climate change adaptation best practices throughout the North Atlantic region (Virginia to Maine). This year-long Sea Grant partnership with NOAA’s North Atlantic Regional Team (NART) has identified low-cost, innovative ways that coastal communities are addressing climate change and related coastal hazard management best practices at the local level. The team looked at studies, laws, policies, outreach tools, and infrastructure investments that were voluntarily adopted by 34 local municipalities, and developed a report to share this information more broadly.

Assateague Island National Seashore (AINS) Parking Lot Relocation
National Park Service (NPS) managers at Assateague Island National Seashore (AINS) have developed a plan to adapt roadways and parking areas to excessive erosion and overwashing from storm surges. This plan is in progress, and this case study will be updated accordingly. Two parking lots will be relocated away from the shoreline to reduce their vulnerability to erosion from future storms and help restore natural coastal processes. Additionally, they will be reconstructed from materials that are readily available on Assateague Island, such as clay and crushed clam shell, which will help reduce water flow rates over the parking lots and corresponding risk of erosion.

Hampton Roads Military Transportation Needs Study: Roadways Serving the Military and Sea Level Rise/Storm Surge
July 2013
This report is intended to address sea level rise and storm surge flooding related threats to military transportation infrastructure and readiness. It was prepared by the Hampton Roads Transportation Planning Organization (HRTO) at the request of military officials, who expressed concerns in 2009 that delays at the region’s bridges and tunnels were negatively impacting their ability to carry out their missions. To address these concerns and better understand the scope of the problem, the study includes three phases; (1) a highway network analysis, (2) a survey of military commuters, and (3) an analysis of roadways serving the military and sea level rise/storm surge.

Coastal Resiliency: Adapting to Climate Change in Hampton Roads, Virginia
July 2013
This report provides a summary of the Hampton Roads Planning District Commission’s (HRPDC) Coastal Resiliency work for FY2012 and FY2013 with a focus on the impact of sea level rise on the region’s transportation infrastructure. HRPDC coastal resiliency and sea level programs have been funded in part by the National Oceanic and Atmospheric Administration (NOAA) through the Virginia Coastal Zone Management Program (VCZMP) and Virginia Sea Grant (VSG) as well as contributions from local governments in Hampton Roads.

Homeowners' Insurance Changes in Coastal Virginia: Causes and consequences for shoreline communities
July 2013
This study reviews the extent to which the private insurance industry may influence adaptation to climate change along Virginia’s tidal shoreline through homeowners insurance. Homeowners insurance is becoming more costly along the Atlantic Coast and coverage is changing, especially for wind damage. This year-long study by Wetlands Watch explored the private sector perceptions on sea level rise and climate adaptation, examines the specific drivers behind increasing insurance rates, and provides plausible adaptive actions in response to these increasing rates.

Summary of Potential Climate Change Impacts, Vulnerabilities, and Adaptation Strategies in the Metropolitan Washington Region (Washington D.C.)

Subtitled 'A synopsis of lessons learned from the Metropolitan Washington Council of Governments’ (COGs') climate adaptation planning initiatives from 2010 - 2012,' this report is intended to identify effects of climate change in the region, and encourage local resiliency planning. This is part of an ongoing project with the Environmental Protection Agency's (EPA's) Office of Sustainable Communities to create an EPA guidebook on smart growth and climate adaptation. The report summarizes key information that has been learned throughout the process of working with EPA, stakeholders and climate experts on the development of the guidebook.

plaNorfolk 2030 - Norfolk, Virginia

In 2013, Norfolk, Virginia updated its general plan by adopting plaNorfolk 2030. Among other items, plaNorfolk 2030 accounts for the city’s increased awareness of environmental vulnerabilities caused by sea-level rise, in conjunction with soil subsidence, and how flooding risks can be mitigated through land use planning. The plan informed the Norfolk 2100 plan, adopted in 2016, and the city’s updated zoning ordinance in 2018, which aims to enhance floodplain and coastal resiliency and incentive development in upland areas.

Recurrent Flooding Study for Tidewater Virginia – Transportation Impacts

VIMS Recurrent Flooding Study for Tidewater Virginia

In March 2012, the Virginia Legislature passed House Joint Resolution No. 50, which directed the Virginia Institute of Marine Science (VIMS) to study the impacts of recurrent flooding in Tidewater and the Eastern Shore, and to identify adaptation strategies. The Recurrent Flooding Study makes projections for recurrent flooding due to sea-level rise, storm surge, and heavy rainfall, addressing all localities in Virginia's coastal zone.
