It also summarizes the City's green infrastructure goals and the benefits and costs expected from meeting these goals. The report then delves into the issue of using private property to house green infrastructure, including the difficulty of scaling up these installations and using public money to increase the volume of green infrastructure on private property.

This report offers an analysis of 14 voluntary resilience standards by which buildings can be evaluated. The resilience standards addressed are based on guidelines and tools designed to help communities prepare for climate change and hazards - including certifications, benchmarking systems, planning frameworks, and design principles. Recognizing that the market for climate resilient infrastructure standards is nascent, the report discusses how existing programs can encourage medium-term and long-term planning, evaluating the programs using the following criteria:
Target Audience - focuses on the type of facility, factors beyond those of the physical site, and the life cycle of the building
Impact and Scope - considers social vulnerability and performance goals for certain situations including flooding, earthquakes, and high winds
Standard Development Process - how community input was incorporated in the program design and the verification process

Prepared for the California Air Resources Board and the California Environmental Protection Agency, this report describes the development of a “cool” pavement life-cycle assessment (pLCA) tool. The tool was created to help local officials in California cities to evaluate the environmental impacts of alternative pavement types - from extraction of materials through construction and use to removal and disposal or recycling of materials. This study aims to help California cities adopt pavement management strategies that help reduce greenhouse gas emissions and mitigate the urban heat island effect.

This report describes current and future opportunities for the green infrastructure workforce, including educational, occupational, and equity considerations. Surging demand for green infrastructure across the country and the potential for a new national certification program could further professionalize the field and accelerate job growth, providing valuable opportunities for low-income, low-skilled workers to access entry-level jobs with competitive wages and some advancement potential. This report describes the current workforce and field, reviews projections for job growth, and offers recommendations for policymakers, employers, education and training providers, and other stakeholders interested in expanding job opportunities in direct installation, maintenance, and inspection (IMI) of green infrastructure (GI).

This plan outlines a vision for stormwater management, sustainable economic development, and integrated planning to enhance resilience within the Calumet Corridor in Cook County, Illinois (20 miles south of Chicago). This area experienced a severe rain and wind storm in April 2013 resulting in urban flooding and widespread property damage. The region’s flat, low-lying topography, historical patterns of land development that covered natural land with impervious surfaces, the changing climate, and aging infrastructure all contribute to the Corridor’s vulnerability to future flooding.

In 2008, The City of Portland Oregon adopted an Ecoroof Incentive program to address the city's stormwater management problems and the incentive program was active through 2012. The program provided an incentive for the installation of green roofs and other innovative roofing methods to better manage stormwater runoff. Green roofs have the potential to help mitigate both the urban heat island effect, increase the energy efficiency of buildings, and manage stormwater.

In 2015, the City of Scottsdale, Arizona hosted a Cool Roof workshop series, to promote the use of cool roofs as a strategy for increasing the energy efficiency of buildings and reducing urban heat islands. Cool roofs are designed to reflect sunlight and heat away from a building, reducing roof temperatures and urban heat islands. Cool roofs also reduce energy use, ambient air temperature, air pollution, greenhouse gas emissions, and improve human health and comfort. The U. S. Environmental Protection Agency (EPA)’s modeling tool, Integrated Climate and Land Use Scenarios (ICLUS) supports land use and change modeling based on nationwide modeled population, residential development, and impervious surface cover changes by decade to the year 2100. The second version (v2) of ICLUS released in 2017 includes updated population and land use data sets, and addresses limitations identified in ICLUS v1 in both the migration and spatial allocation models. The EPA suggests that improvements in ICLUS v2 facilitate the analysis of scenarios of climate change impacts, vulnerability, and adaptation options - including the use of ICLUS v2 outputs in models projecting emissions from developed land uses to determine consequences for water and air quality endpoints, as well as human health.
