The report details the accelerating climate impacts on California’s infrastructure systems and offers short- and long-term recommendations for buildings, water, transportation, and energy infrastructure. Comprehensive guidance is given on the infrastructure design and implementation process that supports climate change mitigation and adaptation, nature-based solutions, and social equity measures.

California’s statewide assessment of climate change impacts utilizes updated climate science to investigate vulnerability at the local scale and inform adaptation and resilience planning. The fourth climate change assessment includes 44 technical reports on projected impacts to specific sectors and potential responses, 30 summary reports, 9 regional reports, and 3 statewide topical reports on oceans and coasts, tribal and indigenous communities, and environmental justice impacts of climate change.

The Resilient Puerto Rico Advisory Commission - a collaborative of leaders from Puerto Rico’s businesses, government, and NGOs - came together with local communities after Hurricane Maria to determine how to best rebuild Puerto Rico as a more physically, economically, and socially resilient island. The Commission released ReImagina Puerto Rico as a guide to resilient recovery and reconstruction. The report offers recommendations for how to maximize philanthropic, local government, and federal recovery funds.

This report on Hurricane Sandy Recovery is part of a series of case studies that the Georgetown Climate Center developed to inform efforts to implement innovative restoration projects in the Gulf Coast region after the Deepwater Horizon oil spill. The synthesis report, Building Gulf Coast Resilience: Opportunities After Deep Water Horizon, and accompanying case studies present lessons for improving coordination among state and federal decisionmakers, expediting environmental review and permitting, and accounting for climate impacts in the design and management of restoration projects.

The Green Infrastructure and Health Guide was designed to help local governments, communities, and health care organizations connect green infrastructure (GI) and public health in new ways to promote better health equity and adapt to climate change. This report provides general GI principles and best practices as well as tools, resources, and evidence for connections between green infrastructure and human health. The Willamette Partnership and the Oregon Public Health Institute developed this guide in collaboration with the Green Infrastructure Leadership Exchange practitioner network.

The American Society of Landscape Architects (ASLA) interdisciplinary Blue Ribbon Panel on Climate Change and Resilience has identified key planning and design strategies, and public policies to establish healthy, climate-smart, and resilient communities. The strategies are founded on core principles of design for natural systems, community development, vulnerable communities, transportation and agriculture. Many of these policy recommendations focus on the integration of climate resilience and adaptation into land use planning and development.

As part of Portland Oregon’s Comprehensive Plan, the Central City 2035 Plan is the primary guiding policy document for Portland’s urban center. The plan offers goals, policies and tools to guide growth and development for largest “center” in Portland that, by 2035, will be home to 30% of Portland’s population growth, on 3% of its land area. One of the primary goals of the plan is to increase the resilience of the Central City to climate change, and policies are proposed for natural hazard, climate change and flooding resilience.

The Union of Concerned Scientists (UCS) researched the impact of sea level rise tidal flooding on coastal real estate, for the entire coastline of the lower 48 states. The study identified the number of residential and commercial properties at risk of chronic inundation, including the total current property value, estimated population, and property tax base affected. UCS determines that some coastal real estate markets will not likely recover under high future GHG emissions scenarios in which sea levels rise greatly; and the number of properties facing chronic inundation is much reduced under low emissions scenarios.

The Building Coastal Resilience for Greater U. S. Security project created a forum for coastal experts from the United States and globally to develop solutions for climate change impacts on coastal infrastructure, economy, communities and national security. The Hoover Institution, the Stanford Woods Institute for the Environment, and the Woodrow Wilson International Center for Scholars jointly convened a series of discussions to advance coastal resilience to climate change impacts by identifying knowledge gaps and establishing policy solutions.

In June 2018, the State of Rhode Island’s Coastal Resource Management Council (CRMC) adopted the Rhode Island Shoreline Change Special Area Management Plan ( Beach SAMP) to help Rhode Island’s coastal communities better adapt to the impacts of climate and shoreline changes. The Beach SAMP includes various guidance and tools for policymakers and coastal managers. In Chapter 5, CRMC presents the “ Coastal Hazard Application Guidance” - a five-step risk assessment framework developed for applicants to address the coastal hazards from climate change in permit applications submitted to CRMC for new and substantially improved projects. The purpose of the Coastal Hazard Application Guidance is to ensure that: (1) permit applicants are aware of the coastal risks that could impact their projects; and (2) CRMC can approve projects that are better able to adapt and are more resilient to these risks to increase safety and other benefits for communities, the environment, and the state’s economy. Through a subsequent regulatory amendment, CRMC now requires (since July 2019) that permit applicants submit a Coastal Hazard Application worksheet with their applications to CRMC. Chapter 7 of the Beach SAMP outlines a suite of adaptation measures property owners and decisionmakers can consider, including protection, accommodation, and relocation or managed retreat. The Beach SAMP provides a useful example of innovative shoreline change planning, and serves as a policy model for other state agencies and local governments on how to ensure new development and redevelopment can better adapt and be more resilient to climate change and other coastal hazards.
