This report from The Pew Charitable Trusts provides brief summaries of 13 case studies from across the U. S. where states or cities are effectively implementing flood mitigation strategies. The case studies are organized by strategies using existing funds, those generating new revenue, and those employing updated or new regulations to reduce risk and mitigate the impacts of flooding. Because flood risk and the cost of adapting to floods is expected to increase, this report aims to offer model examples and lessons learned to decision-makers seeking to improve their communities’ resilience to floods and storms exacerbated by climate change.

Extreme heat is an increasingly severe climate change impact across the United States - to the environment and natural resources, public health, infrastructure and ultimately, the economy. On August 3, 2019, the State of New Hampshire passed Senate Bill (S. B. ) 285 to establish a coastal resilience and economic development program and provide local governments with innovative new tools to address climate emergencies due to sea-level rise, storm surge, and flooding. One notable provision of the bill allows municipalities to either alter their existing boundaries or create a new municipality by combining existing ones (Section 2, codified in New Hampshire Revised Statutes § 31:9-d).

The Union of Concerned Scientists (UCS) has evaluated how climate change will contribute to increasing incidence of dangerous high heat days across the U. S. This includes an analysis of the growing number of high heat days across various regions of the country, described under three climate change scenarios. The report also details the public health consequences of extreme heat and the populations that are particularly vulnerable to these threats. Policy recommendations are offered with adaptation measures that can be implemented at all levels of government to address rising temperatures.

The Hudson River Sustainable Shorelines Project developed science-based recommendations for shore zone management along the Hudson River in eastern New York. The Project and recommendations are focused on natural and nature-based shoreline protection against storm surge and sea level rise. Landowners, land managers, engineers, and other decision-makers can find guidance on permitting, natural shoreline engineering and design, and best management practices to meet adaptation needs (eg. flooding and erosion protection) while enhancing ecological functions of the Hudson’s shorelines.

The City of Lumberton is a small community in North Carolina built along the Lumber River. The river and its floodplains are an integral part of the landscape and Lumberton’s history and cultural and economic identity. Meanwhile, flooding has become more frequent and severe — requiring new adaptive flood mitigation solutions. In 2016, the community was devastated by Hurricane Matthew when the river flooded hundreds of homes and businesses. Just as the city was beginning to rebuild two years later, Hurricane Florence resulted in similar compounding damages.

The model laws are divided into chapters addressing land use and zoning, wetlands and watercourses, coastline protection, floodplain management, and stormwater control. The first chapter addresses zoning and land use as resiliency tools, outlines how to use zoning policies to accomplish resiliency goals, and includes model language local governments can adapt to that purpose.
