Massachusetts Governor Baker has authorized over $2. 4 billion in capital allocations for investments in adaptation to climate change, protecting environmental resources and green space across the state. H 4835 enables critical financing for the state and local level environmental and community resilience. The legislation expands and codifies commitments of Executive Order 569 to ensure climate change adaptation and resiliency continue to be prioritized, state agency climate change vulnerability assessments are ongoing, and the State Integrated Hazard Mitigation Plan and Climate Adaptation Plan are continuously updated and implemented.

Through the Great Urban Parks Campaign, in 2018 the National Recreation and Park Association has provided grant funding totaling $2,000,000 to 10-12 communities in the U.S. to support green stormwater infrastructure projects in parks. The intention of the program is to improve environmental and social conditions in underserved communities through promoting and advancing green infrastructure stormwater management projects within parks.

The California Coastal Conservancy’s Climate Ready program focuses on reducing greenhouse gas emissions, protecting coastal resources, and preparing communities along the California coast and within the San Francisco Bay for the current and future impacts of climate change. Climate Ready grants fund nature-based solutions for climate adaptation. These grants also seek to support projects located in and benefiting disadvantaged communities. The Coastal Conservancy has $3. 8 million available for the 5th round of funding in 2018.

The Massachusetts Greening the Gateway Cities Program (GGCP) aims to increase tree canopy cover in the state’s Gateway Cities, which are urban centers facing economic and social challenges due to recent losses in industry and manufacturing power. The program is currently operating in 18 residential areas with the goal of covering 5% of each area in new tree canopy cover. In 2017, the City of Miami, Florida passed the $400 million “Miami Forever Bond” authorizing the City government to borrow money through a general obligation bond to address sea-level rise and Miami’s affordable housing crisis. A 3 percent property tax will be used to repay the debt. Miami is one of the most vulnerable cities in the U. S. to sea level rise - facing increasing and compounding climate change impacts from flooding, storm surge, and saltwater intrusion into the Miami’s drinking water.
