Executive Order 2023-16, Extreme Heat Planning and Preparedness, was signed in 2023, requiring the development of a statewide plan to address and prepare for the increasing impacts of extreme heat in Arizona. The EO recognizes the worsening public health effects from heat events and establishes new requirements to improve planning and preparedness for extreme heat.

The Imagine Plank Road: Plan for Equitable Development (plan) is an equitable transit-oriented development (TOD) plan developed to guide revitalization of the Plank Road corridor, an area in north Baton Rouge and East Baton Rouge Parish (parish). Released in November 2019, the plan is a response to historical disinvestment in the Plank Road corridor and addresses issues of infrastructure decay, jobs and commerce, and health and safety. The plan is anchored by a new bus rapid transit (BRT) system that will run along the corridor and connect it to other parts of Baton Rouge. There are seven new developments proposed along the corridor, each designed to provide quality of life amenities and generate tax revenue while preserving local neighborhoods’ history and culture. The Plank Road plan is notable for its goals, metrics, and recommendations for equity-focused community revitalization. At the project level, local policymakers can look to the plan for specific efforts related to urban affordable housing, community-driven development, green infrastructure, and community engagement. More broadly, the plan demonstrates how policymakers can integrate equity across various development initiatives in order to lay a foundation for long-term stability and growth. Build Baton Rouge (BBR) is the lead agency on the plan and took an approach that emphasized community engagement and public-private partnerships in planning and implementation. The Plank Road plan will be implemented concurrently with FUTUREBR, the comprehensive master plan adopted by the parish and the City of Baton Rouge in 2011. The 2022 California Climate Adaptation Strategy presents six state priorities and relevant actions to increase climate resilience at the state, regional, and local levels. The 2022 Strategy updates the conclusions and innovations put forth in California’s 2021 Climate Adaptation Strategy in an interactive website. The 2022 Strategy includes the six outcome-based priorities outlined in the 2021 Strategy and clearly explains the goals and actions that must be taken to achieve each of those priorities. Decisionmakers can incorporate California’s metrics into adaptation and resilience indicators in their own state, regional, and local plans or use the Strategy as a model to develop their own.

On February 1, 2022, Louisiana’s Climate Initiatives Task Force released the state’s first Climate Action Plan. In the plan, the task force notes that “Louisiana is among the most vulnerable states in the United States to the impacts of climate change” and poor air quality, repetitive flooding events, and extreme heat are impacting the state’s ability to be resilient. Although the Climate Action Plan is primarily intended to guide climate mitigation efforts in Louisiana, the task force recommends 28 strategies and 84 actions the state can take to both reduce greenhouse gas emissions and build resilience to the impacts of climate change.

On January 7, 2022, North Carolina's Governor Roy Cooper signed Executive Order (EO) No. 246 entitled, "North Carolina’s Transformation to a Clean, Equitable Economy. " EO 246 calls for the state to take several actions related to climate change to improve the health and well-being of North Carolina's residents, prioritize and advance environmental justice and equity, engage with stakeholders and incorporate public input into decisionmaking processes, increase awareness about the health impacts of climate change including the disproportionate effects on underserved communities, and build a diverse workforce that is prepared to address climate change.

On September 23, 2021, California signed a $15-billion climate-investment package that includes 24 bills dedicated to tackling the climate crisis and protecting frontline communities in California. The bills address clean energy, wildfires, droughts, community climate resilience, sustainable agriculture, extreme heat, and sea-level rise, among other topics. As Governor Gavin Newsom explained, the bills aim to address “the climate crisis head-on while protecting the hardest-hit communities” in California.

Extreme heat causes more deaths than any other weather-related hazard. Due to the legacy of racially discriminatory redlining practices and long-term lack of investment in their communities, people of color in urban areas are disproportionately exposed to high temperatures and suffer greater consequences. To help policymakers and communities address this public health threat, the Georgetown Climate Center is releasing Community-Informed Heat Relief: Policy Options for Addressing Urban Extreme Heat in High-Risk Communities to inform a new comprehensive heat plan currently being developed by the District of Columbia, and to serve as a resource for other cities impacted by urban extreme heat.

The bill involves multiple state agencies and calls for a wide range of action to address wildfire in the state, including planning for wildfire, land use and development methods for mitigating wildfire, health programs, and landscape resiliency programs.

The Climate Action Plan for the Chicago Region identifies climate change mitigation and adaptation actions that will be implemented by a group of 275 cities, villages and towns in seven counties in the greater Chicago area. The plan was produced by the Metropolitan Mayors Caucus, and is one of the first regional climate plans produced within the United States. Through a multi-jurisdictional approach, the plan commits the municipalities to achieving net zero greenhouse gas emissions and creating more resilient communities by 2050.
