This resource guide was developed through the California Governor’s Office of Planning and Research (OPR) Integrated Climate Adaptation and Resiliency Program (ICARP). The guide supports planners and decisionmakers in defining or identifying vulnerable communities in a climate change adaptation context. The report offers a summary of existing statewide climate vulnerability assessment tools to identify these frontline communities, and additional indicators that could be used to assess underlying vulnerability.

Through the Great Urban Parks Campaign, in 2018 the National Recreation and Park Association has provided grant funding totaling $2,000,000 to 10-12 communities in the U.S. to support green stormwater infrastructure projects in parks. The intention of the program is to improve environmental and social conditions in underserved communities through promoting and advancing green infrastructure stormwater management projects within parks.

Proposition 68 is a $4 billion bond measure to protect California’s water, parks, and natural resources, while bolstering climate adaptation, resilience, and social equity statewide. This proposition allows the state to sell General Obligation bonds for various natural resources-related programs - including $443 million to be allocated for climate adaptation and resiliency projects throughout the state. California Senate Bill 5 (De León), “California Drought, Water, Parks, Climate Coastal Protection, and Outdoor Access for All Act of 2018” put this bond measure on the June 5, 2018 ballot.

Recognizing the importance of collaborative governance in reducing inequities as a result of climate vulnerability, the Urban Sustainability Directors Network gave the Innovation Fund Project grant to four municipal community-based committees for racial equity and environmental justice. They were funded to learn and evaluate the collaboration process between community-based committees and the local governments utilizing the spectrum of community engagement to ownership as a tool to analyze the case studies. The four case studies include the Equity Working Group in Portland, the Racial and Environmental Justice Committee in Providence, the Environmental Justice Committee in Seattle, and the Equity Advisory Group for Ward 7 in Washington DC . The four committees and groups contracted with Facilitating Power (FP), Movement Strategy Center (MSC), and the National Association of Climate Resilience Planners to establish an evaluation process of collaborative governance. After conducting surveys and in-person interviews, the research indicates that all four cases are still at level two (consult) on a scale of five on the spectrum. While some have shown the potential of moving toward level three (community involvement), none of these cases have arrived at level four (collaborative governance). Building on the findings and the spectrum, the project further suggests a learning and evaluation tool for assessing the process of collaborative governance.

Savannah, Georgia’s Office of Sustainability and partners launched a green infrastructure initiative to restore the city’s urban forest, manage coastal stormwater flooding, and renew marginalized or lower-income neighborhoods. This project was funded through the Southeast Sustainable Communities Fund which supports local communities in the southeastern U.S. to advance climate adaptation and social equity in local government policy, plans and programs.

The Georgia Climate Research Roadmap is an interactive platform built around a list of 40 key research questions for policymakers and practitioners to better address climate change in Georgia. The Roadmap’s 40 questions focus on climate change impacts Georgia for major sectors such as water, ecosystems, agriculture, health, and energy - as well as several questions address issues related to social equity and environmental justice. The roadmap is an initiative of the Georgia Climate Project, a state-wide consortium founded by Emory University, the Georgia Institute of Technology, and the University of Georgia to research climate impacts and solutions in Georgia.

The Minnesota Pollution Control Agency (MPCA) is working with the organization paleBLUEdot and other agencies to provide assessment services and funding for 23 cities throughout Minnesota to identify climate-vulnerable populations, resilience indicators, and strategies to reduce climate risks. The report includes a climate adaptation Goals for local communities across Minnesota, as well as a comprehensive list of adaptation strategies. The project initiates the development of adaptation implementation plans for these communities to conserve resources, prioritize cost and benefit balanced strategies, and protect the most vulnerable populations from climate change impacts.

One New York: The Plan for a Strong and Just City (OneNYC), is the City’s strategic plan for population growth, sustainability, equity, and climate resilience. In 2015, New York City committed to becoming the most sustainable big city in the world, and a global leader in mitigating and adapting to climate change with this plan. The 2018 Progress Report details many achievements across all categories of OneNYC in the last three years, including a number of projects and strategies aimed at climate resilience.

The California Coastal Conservancy’s Climate Ready program focuses on reducing greenhouse gas emissions, protecting coastal resources, and preparing communities along the California coast and within the San Francisco Bay for the current and future impacts of climate change. Climate Ready grants fund nature-based solutions for climate adaptation. These grants also seek to support projects located in and benefiting disadvantaged communities. The Coastal Conservancy has $3. 8 million available for the 5th round of funding in 2018.
