The Social Vulnerability Index (SoVI), developed by the Hazards and Vulnerability Research Institute at the University of South Carolina, is a publicly available tool for assessing social vulnerability. County-level socioeconomic and demographic data collected from 2006 to 2010 were used to construct the index of social vulnerability to environmental hazards for the United States.

The Adaptation Advisory Group (AAG) to the Alaska Climate Change Sub-Cabinet created this adaptation response plan as part of Alaska's overall climate change strategy, which also addresses mitigation and research needs, and includes a special Immediate Action Workgroup report. Everybody’s Movement: Environmental Justice and Climate Change describes how mitigating and adapting to climate change must be everybody’s movement, in order to be successful. This report aims to provide answers to the question: “What will it take to create a climate change movement that engages everyone. ” In doing so, the Environmental Support Center intends to contribute to creating a more participatory, inclusive climate change movement in the U. S. with the full engagement of poor communities and communities of color.

This paper from Resources for the Future (RFF), is focused on flooding impacts in the U. S. as a result of climate change, and in particular, the increases in severity and frequency of hurricanes. The authors examine potential issues that may arise from climate change given the rising population density in coastal regions and the expected volatility of weather patterns. The report also provides an overview of the risks and impediments to effective insurance markets in the face of climate change and outlines the need for and advantages of long-term insurance planning.

The California state agency, Sierra Nevada Conservancy, completed a Climate Action Plan for the the Sierra Nevada region of the state with support from the California Natural Resources Agency. This plan looks at climate change impacts across the region, what additional actions can be taken in mitigating and adapting to the effects of climate change, and the gaps in information that were most prevalent for these efforts as of 2009. The plan includes 49 Action items, or specific activities, for addressing regional climate change impacts.

This assessment and policy report argues that climate change has important justice and human right implications because poor neighborhoods and people of color will suffer more than other segments of the population, creating what they call “the climate gap”. Using data from California, the authors write about how vulnerable populations will be adversely affected by climate change, exacerbating current inequities. While the report includes policy recommendations for the whole nation, it is a reaction to public health, equity, and regulatory issues pertinent to The Global Warming Solutions Act (AB 32) in California that was implemented to reduce greenhouse gas emissions that contribute to climate change.

This report presents a suite of federal, state and local policy actions to enhance the resilience of human and natural systems to the effects of climate change and variability for marine and coastal environments. Strategies discussed include: investments in habitat restoration, permitting decisions under Section 404 of the Clean Water Act, the purchase of coastal lands, controls for reducing non-point and point source pollution upstream of intertidal estuaries, the inspection and prevention of invasive species, marine protected areas (MPAs), incentive‐based fishery management policies, and in general a better definition of rights to marine and coastal resources that creates stewardship incentives.

This report is one of seven sector-specific chapters from the United States Global Change Research Program's 2009 National Climate Assessment, "Global Climate Change Impacts in the U. S. " The 'Society' chapter synthesizes current and projected impacts from climate change to society in the U. S. The chapter emphasizes several key messages: population shifts and development choices are making more Americans vulnerable to the expected impacts of climate change; vulnerability is greater for those who have few resources and few choices; city residents and city infrastructure have unique vulnerabilities to climate change; climate change affects communities through changes in climate-sensitive resources that occur both locally and at great distances; and that the insurance industry is particularly vulnerable to increasing extreme weather events such as severe storms, but it can also help society manage the risks.

Building Coast-Smart Communities is a role play product developed by the state of Maryland and funded by NOAA. It was used by the state in a summit, attended by more than 170 mayors, county commissions, environmentalists, business leaders and Maryland state officials, to discuss the State's climate change adaptation options. The half day role play quickly introduces people to the challenges faced by coastal communities and the primary options for addressing them. As such, local government authorities, planning departments, chambers of commerce, civic groups and residents associations can conduct this role play in their communities.
