This report presents an integrated framework for preparing natural, built, human and economic systems for climate change in the Pacific Northwest. This framework is intended to assist climate preparation efforts by public agencies, non-profits, and private companies throughout the Pacific Northwest. The report contains an integrated approach to climate change adaptation planning between each sector to enhance the benefits of climate adaptation across sectors. Sectors include: natural systems (biodiversity and ecosystems), built systems (transportation, water and energy infrastructure), human systems (public health, emergency management, and social services), and economic systems (forestry, agriculture, high-tech).

2007
RichmondBUILD is a public-private partnership initiative launched by the City of Richmond, California to train individuals on developing the necessary talent and skill to join careers in the renewable energy or construction industries. RichmondBUILD has focused its efforts on recruiting participants from low-income households throughout the community. Since its launch in 2007, a majority of graduates of the workforce training program have been minorities (90%), and it includes a large percentage of individuals who have a history with the justice system (30%).

National Adaptation Programmes of Action (NAPAs) were established by the United Nations Framework Convention on Climate Change to provide a process for Least Developed Countries to identify priority activities that respond to their immediate needs to adapt to climate change, ultimately leading to the implementation of projects aimed at reducing the economic and social costs of climate change.

The U. S. Department of Health and Human Services (HHS) Low Income Home Energy Assistance Program (LIHEAP) provides formula grants to states to help low-income households pay for their home energy needs, including weatherization and energy efficiency (CFDA Program Number 93. 568). It especially focuses on assisting households where a high percentage of income is spent on energy costs. The program has helped insulate the homes of millions of families using low-cost techniques that have large payoffs, saving money for those families and curtailing U.

The U. S. Department of Health and Human Services (HHS) Community Services Block Grant (CSBG) provides formula grants to reduce poverty in low-income communities, help poor families receive necessary services, and put low-income individuals and families on a path toward self-sufficiency (CFDA Program Number 93. 569). The CSBG is a $715 million program funds more than 1,000 local anti-poverty organizations around the country annually, which provide services to more than 16 million people in 3,000 counties.

On February 11, 1994, President Clinton signed E.O. 12898 which directs federal agencies to make achieving environmental justice part of its mission by identifying and addressing disproportionately high and adverse human health, environmental, economic and social effects of its activities on minority and low-income populations. Agencies are further directed to identify potential effects and mitigation measures in consultation with affected communities.

As a congressionally chartered, nonpartisan nonprofit, NeighborWorks America promotes reinvestment by financially supporting more than 245 place-based organizations and providing technical assistance and training for community-based revitalization efforts. In fiscal year 2016, NeighborWorks network members reported more than $7 billion of investment in their communities. They also calculated that every $1 of federal appropriation attracted another $91 that expanded the local impact.

The Department of Energy (DOE)’s Weatherization Assistance Program (CFDA Program Number 81.042) provides formula and project grants to states to fund cost-effective measures that improve the energy efficiency of homes, particularly the homes of elderly and low-income individuals. These governments in turn contract with local governments and nonprofit agencies to provide weatherization services to those in need using the latest technologies for home energy upgrades.

The U. S. Department of Housing and Urban Development (HUD) Community Development Block Grant program (Entitlement Communities Grants and State Program Grants; CFDA Number: 14. 218, 14. 228) is designed to help cities and states provide affordable housing and expand economic opportunities; CDBG funds must go to principally benefit persons of low and moderate income. The CDBG program is a flexible program that provides communities with resources to address a wide range of unique community development needs.
