In April 2015, Governor Edmund Gerald "Jerry" Brown signed Executive Order B-30-15 (EO) establishing a new interim greenhouse gas reduction target of 40 percent below 1990 levels and directing state agencies to take additional actions to prepare for the impacts of climate change. The EO requires consideration of climate change impacts in the State's Infrastructure Investment Plan and in all state planning and investment decisions. The EO also sets principles for the states action to address climate impacts and calls for monitoring of state progress.

Proposition 1 - the Water Quality, Supply and Infrastructure Improvement Act of 2014 - is a $7.545 billion general obligation bond measure approved by California voters on Nov. 4, 2014 ballot. The measure will provide funding for needed investments as part of a statewide, comprehensive water plan for California. In part, the Act was passed to help the state address the drought and the impacts of climate change on water supplies and ecosystems.

CA A.B. 2516 directs the creation of a Planning for Sea Level Rise Database by the California Natural Resources Agency in collaboration with the Ocean Protection Council, to describe the steps being taken throughout the state to prepare for, and adapt to, sea level rise. This bill requires the database to be created by January 1, 2016, updated biannually, and posted online.

Approved by Governor Jerry Brown on September 16, 2014, the California Sustainable Groundwater Management Act implements new groundwater rules for California. Effective as of January 1, 2015, the three-bill package will create local agencies to oversee groundwater extraction, changing the state’s historic practice of allowing landowners to extract any water that lies beneath their land.

The 2013 California Green Building Standards Code, or CALGreen, established by the California Building Standards Commission, went into effect January 1, 2014. California first adopted CALGreen in 2010, becoming the first statewide mandatory green building code in the country. The Code establishes minimum green building standards through uniform regulations of most new residential and non-residential California buildings. The regulations are intended to reduce construction waste, make buildings more efficient in the use of materials and energy, and reduce environmental impacts during and after construction.

California Assembly Bill (AB) 691, authored by Assembly member Muratsuchi (D-Torrance), was signed by Governor Brown October 5, 2013. Effective January 1, 2014, this law will prepare California for the impacts of sea level rise by requiring holders of public trust lands to assess the impacts and report the results to the State Lands Commission.

In 2012, the California Legislature passed Senate Bill 535 for the California Global Warming Solutions Act of 2006 Greenhouse Gas Reduction Fund (GGRF) directing that, in addition to reducing greenhouse gas emissions, a quarter of the proceeds from the GGRF must go to projects that provide a benefit to disadvantaged communities. Specifically, SB 535 requires that at least 25% of California’s GGRF go to projects that benefit disadvantaged communities, with at least 10% going to projects located within these communities.

Assembly Bill 296, the “Cool Pavements Research and Implementation Act,” was approved by California Governor Jerry Brown on September 27, 2012. AB 296 calls upon the California Environmental Protection Agency (CalEPA) and the California Department of Transportation (Caltrans) to develop a standard specification for sustainable or "cool" pavements that can be used to mitigate urban heat islands.

The California Ocean Protection Act (COPA) was signed into law in 2004 by Governor Arnold Schwarzenegger, establishing the California Ocean Protection Trust Fund and the Ocean Protection Council (OPC). As amended in 2011, COPA is also a tool in assisting city governments to plan for climate change adaptation and sea level rise.
