This training tool, while not focused on climate change adaptation specifically, offers useful insights into community engagement at the neighborhood level. It describes what is called the “Neighborhoods First Engagement Model” (NFEM), a resident-led method of creating positive community change. This model encourages widespread participation in advocating for a better quality of life in all neighborhoods and improving communications among neighborhood groups, community development organizations, city officials, institutions and businesses.

The Washington State Department of Transportation (WSDOT) is reconstructing the Evergreen Point floating bridge, which runs over Lake Washington along State Route 520 (SR 520) near Seattle, to better accommodate varying winds and storms. The new design will be elevated, which will better protect drivers and the road from waves and storms, and the pontoons that allow the bridge to float will be designed to withstand higher winds. In its climate impacts vulnerability assessment, WSDOT has recognized that high winds could increase as a result of climate change and more extreme weather events.

The Town of Jean Lafitte, Louisiana sits at or below sea level on the Gulf of Mexico and is highly vulnerable to extreme flooding from storm events, while economically dependent on maritime industries. Their Flood Emergency Preparedness Plan (FEPP) presents flood risk reduction recommendations in response to the compounding impacts of hurricanes, storm surge, coastal erosion, subsidence, sea level rise, and climate change. The FEPP's flood risk reduction initiatives were heavily informed by the 2013 Town Resiliency Plan “Jean Lafitte Tomorrow.

The Jean Lafitte Flood Preparedness Toolkit developed by the Town of Jean Lafitte, Louisiana, provides information, guidelines and recommended regulations to reduce flood risk in the region. Jean Lafitte faces many climate related impacts including sea level rise, storm surge, hurricanes, with subsequent extreme flooding, erosion and permanent wetland loss - that in turn leads to more flooding. The toolkit provides best practices and guidelines to reduce flood risk on a Site and Building Scale as well as on Community Scale development.

The Connecticut Department of Transportation (CTDOT) is replacing the Norwalk River Railroad Bridge (Walk Bridge) to address the current structure’s vulnerability to climate hazards such as storm damage and heat. The 118-year old Walk Bridge already experiences frequent and costly service failures, including closure failures due to extreme heat. CTDOT expects that heat-related operational failures will increase as the number of high-heat days increase with climate change. The Walk Bridge is a “swing bridge” spanning the Norwalk River in the Southeast part of the state.

Utilizing case studies from extreme flooding events, this paper synthesizes lessons learned, hazard mitigation strategies, and best practices in adaptation. The focus is on nonstructural adaptation strategies such as disaster planning and mitigation, and property buyouts. The best practices for implementing nonstructural adaptation strategies are also discussed with respect to impacts on, and solutions for, vulnerable communities. The paper is grounded in three case studies of flooding events that each caused widespread damage, occurred across a range of demographic and socio-economic conditions, and involved both structural and nonstructural post-disaster adaptation strategies.

This brief guide makes recommendations on how to improve community engagement during the planning process for implementing resilient infrastructure. Based on examples from the first seven projects sponsored by Rebuild by Design, this document highlights the best practices of community engagement among the projects as they were implemented. The guide asserts that the success of any project “depends largely on the degree, quality and continuation of community collaboration,” making its recommendations valuable for improving climate resilience in local communities.

The Confederated Salish and Kootenai Tribes (CSKT) Climate Change Strategic Plan is an initial effort to identify climate adaptation strategies by drawing on the expertise of the Tribes’ administration, elders, scientific leaders, and other stakeholders. The confederated tribes currently reside in the Flathead Reservation in Montana, although their territories were originally located in what is now western Montana, northern Idaho, and parts of southern Canada. The plan is particularly concerned with the preservation of the tribe’s natural and cultural resources.

This framework developed by US EPA is designed to help local governments build climate-resilient economies by helping them prepare for and quickly recovery from climate impacts. The purpose of the framework is to help communities assess potential impacts to local business and their overall economic vulnerabilities to climate change. The framework can be used to help communities integrate economic resilience into existing plans, such as comprehensive plans, hazard mitigation plans, economic development plans, capital improvement plans, transportation plans, etc.
