This executive order established the Governor's Commission on Climate Change to prepare a Climate Change Action Plan for the state of Virginia. Duties of the Commission included evaluating the expected impacts of climate change on Virginia’s natural resources, public health, and the economic impacts on the industries of agriculture, forestry, tourism, and insurance. The Commission also was tasked with identifying climate adaptation strategies to be included in the Action Plan. The order remained in effect until January 1, 2009, and the Commission did submit its final report to the Governor.

This order signed by Governor Lynch in December 2007, created the state's Climate Change Task Force. It required the Task Force to work with the Department of Environmental Services to develop a state Climate Change Action Plan which would establish climate change goals and actions to achieve those goals. While this order is quite broad and focused on greenhouse gas emission reductions, the working groups submitted over 100 separate potential actions for the Task Force's consideration to address both mitigation as well as adaptation to the impacts of climate change to reduce the state's vulnerability.

This report reviews current and projected climate variables that may affect the frequency and severity of wildfires in the Western U. S. for the 21st century. It is one of four case studies in an overall report, titled "Regional Impacts of Climate Change: Four Case Studies in the United States," that examines impacts of particular interest to different regions of the U. S. This section summarizes projections for the 21st century from vegetation models that integrate knowledge of past fire occurrence to simulate changes in fire patterns and their effect on carbon sequestration in western states.

Two adaptation strategies to reduce or avoid impacts of climate change are discussed - vulnerability analysis and integrated response planning. Mitigation strategies that utilities could adopt to reduce their operation's contribution to greenhouse gas emissions are mentioned. .

The adaptation section focuses on strengthening the local economy, encouraging sustainable businesses, anticipating population increases due to migration, preparing for sea-level rise, and developing an emergency preparedness plan. This report assesses the affects of sea level rise (SLR) on storm surge and flooding in the northeastern United States. In this study, historical sea level information for storm surge anomalies at five sites in the region (from Massachusetts to New Jersey) was compiled and the impacts of climate change and local sea level effects were then added to this analysis. The change in recurrence intervals of storm surges due to possible SLR scenarios is estimated. Also, the study compares the boundaries of a 100-year coastal storm flooding event in Boston developed by the Federal Emergency Management Agency (FEMA) with the flooding boundaries of these estimated storm surges for 2005 and 2100 to further prepare for the potential social and economic impacts of climate change on coastal areas.
