On May 10, 2023, the State of Washington updated its existing wildfire prevention regime by passing HB 1578, the Cascading Impacts of Wildfires Act, intended to improve community preparedness, response, recovery, and resilience to wildfires. HB 1578 was passed with consideration of the impacts of climate change on the forestry surrounding Western Washington, where there is considerable population growth. Additionally, the Washington Legislature concluded that the effects of wildfire smoke are hazardous, and it is consistent with the state’s environmental justice goals to protect public health through a wildfire prevention strategy.

Washington House Bill 1176, passed May 4, 2023, creates the Washington Climate Corps Network. In recognizing that climate change presents adaptation and resilience difficulties to Washington, HB 1176 looks to mobilize young adults and “create a clean energy economy. ” The Washington Climate Corps Network will emphasize “equity-centered, climate-related service programs. ” There is an additional emphasis on recruiting volunteers from “overburdened and underserved communities” to serve as volunteers.

West Virginia’s Senate Bill 677, enacted May 1, 2023, amended the State Resiliency and Flood Protection Planning Act, which was initially enacted in 2017 to expand the framework for flood resilience and disaster recovery. SB 677 created the West Virginia Flood Resiliency Trust Fund, affirmed that the State Resiliency Office is responsible for statewide coordination of disaster recovery and resiliency, and legislatively mandated new duties for the State Resiliency Officer.

The United States Naval Academy (USNA) and Naval Support Activity Annapolis (NSSA) released the US Naval Academy’s Military Installation Resilience Plan on April 27, 2023. USNA, located in Annapolis, Maryland, jointly developed the installation Resiliency Plan with NSSA to provide an adaptation strategy for infrastructure resilience to flood events. The NSSA provides operating support services to the USNA. This plan includes an integrated adaptation strategy, a project portfolio, and an execution strategy on a year-to-year basis that focuses on mitigating the impacts of rising sea levels and surges.

Washington passed HB 1728 on April 21, 2023, creating a new state-wide resiliency program to be established and administered by the state’s Emergency Management Division. The main objectives of the resiliency program are to ensure “ongoing coordination of state and local disaster resilience and response activities,” develop “strategies for addressing the impacts of all hazards,” and participate and collaborate in interagency efforts to advance statewide climate resilience activities, including the development of the state’s updated integrated climate change response strategy.
