City of Virginia Beach 2009 Comprehensive Plan - Policy Document

As one of the first cities in the U.S. to factor climate change into their Comprehensive Plan, the City of Virginia Beach identifies both mitigation and adaptation policy options, with an emphasis on preparing for sea level rise.

Climate related recommendations include the development of regulations, emergency preparedness efforts (i.e. higher elevation shelters and evacuation planning), land use planning initiatives, and stormwater management infrastructure replacement efforts.
