Ocean City, Maryland: Flood Damage Prevention Ordinance

The Ocean City, Maryland Code of Ordinances includes a comprehensive flood damage prevention policy (Chapter 38, Article II). The policy, which includes both building hardening standards and floodplain management rules, is meant to protect people, property, and the environment from the impacts of coastal flooding in the city by restricting construction and development in high-risk areas.

June 10, 2025

Connecticut Public Act No. 25-33, signed by the Governor on June 10, 2025, is a wide-reaching environmental and climate adaptation law that creates new standards and requirements for state and local government as well as the private sector. Sections 1–4 of the Act close the flood insurance coverage disclosure gap by creating mandatory flood risk disclosures at three distinct points of contact: when an insurance policy is issued or renewed, when a mortgage closes, and when a home is sold.

Exceeding Minimum Standards for Local Floodplain Ordinances: 11 Examples

October 31, 2025

Georgetown Climate Center studied local ordinance-centered approaches to reducing greenhouse gas emissions and identifying and reducing climate-driven flood risk in an October 2025 report, “Local Ordinances for Climate Adaptation & Mitigation. ” As part of that project, GCC’s research identified 11 ordinances from Connecticut, Florida, Maryland, New Hampshire, and New Jersey that represent some of the best uses of local ordinances to advance climate adaptation and protect people and property.

North Carolina’s Uniform Floodplain Management Policy for State Property

January 25, 2024

In January 2024, North Carolina updated its Uniform Floodplain Management Policy for State Property for the first time since 1990. The update was mandated through Executive Order 266 to account for rising risks of flooding and severe storms, which are being exacerbated by climate change and sea level rise. The policy governs design and building standards for state buildings to build resilience against flooding.
