New York City Green Roof Property Tax Abatement Program

The Green Roof Property Tax Abatement provides a one-year tax abatement for the construction of a green roof on residential and commercial buildings in New York City. The City of New York and New York State passed legislation in 2008 to provide a one-year tax abatement, or tax relief, of $4.50 per square foot (up to $100,000 or the building's tax liability, whichever is less). Amended in 2013 by New York State’s AB 7058, the tax abatement is now available through March 15, 2018.

Plumb Beach Renourishment Project and Protection of Belt Parkway, Brooklyn, New York
2013
The Plumb Beach Renourishment Project involved the placement of sand on the beach to protect the Belt Parkway in Brooklyn, NY. The project, which is managed by the U. S. Army Corps of Engineers (Corps), is ongoing and is being implemented in two phases. In Phase I, the Corps nourished the beach with dredged sand and installed several geotube groins (sand bags) to prevent short-term erosion of the newly-deposited sand. Phase I was completed days before hurricane Sandy devastated the Northeast region.

New York City Flood Resilience Zoning Amendment

In October 2013, New York City adopted zoning amendments to encourage flood-resilient construction of buildings in designated flood zones. The amendments were put in place to remove regulatory barriers that hindered reconstruction of storm-damaged structures after Hurricane Sandy and to allow reconstructed buildings to comply with higher flood elevations issued by the Federal Emergency Management Agency (FEMA) after the storm. The amendments were designed to ensure that new development and redevelopment would be less at-risk to damages from future flood events and to avoid increased flood insurance premiums.

Shinnecock Indian Nation Climate Change Adaptation Plan
October 2013
The Shinnecock Indian Nation, or the People of the Stony Shore, are located on the East End of Long Island adjacent to Southampton, New York with a territory of 800 acres of ancestral land. The Shinnecock are an Algonquian people who have forever lived along the shores of Eastern Long Island, whereas Federal recognition for this tribe was achieved as of October 1, 2010. The Shinnecock Reservation is at sea level, and this area is particularly vulnerable to sea-level rise, hurricanes, flooding, and shoreline erosion.

Cost-Efficient Adaptation in the North Atlantic
October 2013
This report summarizes the work of two NOAA-funded graduate fellows research on community-level coastal flood management and climate change adaptation best practices throughout the North Atlantic region (Virginia to Maine). This year-long Sea Grant partnership with NOAA’s North Atlantic Regional Team (NART) has identified low-cost, innovative ways that coastal communities are addressing climate change and related coastal hazard management best practices at the local level. The team looked at studies, laws, policies, outreach tools, and infrastructure investments that were voluntarily adopted by 34 local municipalities, and developed a report to share this information more broadly.

New York Metropolitan Transportation Council’s Plan 2040: A Shared Vision for Sustainable Growth

The New York Metropolitan Transportation Council’s (NYMTC) Regional Transportation Plan (Plan 2040) looks at strategies for incorporating climate change resilience throughout the entire transportation system. Chapter 2. 5 of the plan discusses “Resiliency and Climate Adaptation Strategies” for the NYMTC region. Plan 2040 reviews the NYMTC region’s jurisdictions to identify vulnerability assessments and resiliency plans, establish common goals, and make recommendations for strategies and projects under the region’s transportation improvement program (TIP) that will improve the resiliency of the system.

Climate Change Adaptation Plan for Akwesasne, St. Regis Mohawk Tribe

Mohawk (Kanienkehaka) Nation Territory, known as Akwesasne, is located in the St. Lawrence River Valley and straddles the border between New York State, Ontario and Quebec. Developed by the Saint Regis Mohawk Tribe, this plan describes the risks posed by climate change to the Mohawk people’s traditional way of life, and includes adaptation recommendations aimed at improving public health and cultural preservation. Recognizing the tribe’s deep ties to the land, the plan uses cultural concepts and symbols as a framework for discussing climate change.

New Jersey TransitGrid – Microgrid Project to Help Power NJ Transit

The New Jersey Governor’s Office of Recovery and Rebuilding, New Jersey Transit (NJ Transit), and the U. S. Department of Energy (DOE) partnered to lead the design of NJ TransitGrid, an advanced electrical microgrid for the NJ Transit system in order to make the state’s transit infrastructure more resilient in the face of future extreme weather events and other disasters. NJ TransitGrid, which is being implemented also in partnership with the Federal Transit Administration (FTA), will incorporate a natural gas-fired electric power generating plant as well as renewable energy and distributed generation.

Hurricane Sandy Rebuilding Strategy

The Hurricane Sandy Rebuilding Task Force, established by President Obama's Executive Order 13632 on December 7, 2012, released this 200-page report with 69 recommendations, to help the Sandy-affected region continue to recover and rebuild. The Task Force included representatives of nearly two dozen federal departments and agencies, and the strategy incorporates additional contributions from state and local governments and key local constituencies.

Great Lakes Green Streets Guidebook

This guidebook, published by the Southeast Michigan Council of Governments (SEMCOG), provides examples of roadways projects within the Great Lakes Watershed that utilize green infrastructure methods to improve water quality and reduce stormwater runoff. Developed as a complement to the Low Impact Development Manual for Michigan, the guidebook offers support to municipalities interested in planning, designing, and constructing green streets.
