Planning for Climate and Energy Equity in Maryland
December 2015
Funded by the Town Creek Foundation of Maryland, Skeo Solutions evaluated Maryland’s 2013 Greenhouse Gas Reduction Act Plan - to determine the effects of the plan on state programs and disadvantaged communities. Aimed at enhancing social equity outcomes in Maryland’s climate planning, the programs were analyzed as to whether they benefit or reduce impacts on vulnerable communities - in order to identify programatic improvements, and the need for new initiatives. In addition, a number of long-term recommendations are offered to reduce greenhouse gas emissions and enhance climate adaptation planning.

Surviving and Thriving in the Face of Rising Seas: Building Resilience for Communities on the Front Lines of Climate Change
November 2015
From the Union of Concerned Scientists (UCS), this report explores the increased risks faced by socially vulnerable populations to sea-level rise. Building on prior research finding that elderly, minorities, and poor populations will be disproportionately affected by climate change, the paper presents an analytical framework for identifying “climate equity hotspots,” or places where socially vulnerable people live that are also at high risk for coastal flooding.

Green Streets, Green Towns, Green Jobs Grant Initiative

The U. S. Environmental Protection Agency and the Chesapeake Bay Trust, in partnership with Maryland’s Department of Natural Resources, announced $727,500 in 2015 grants to be awarded to 15 organizations through the Green Streets, Green Towns, Green Jobs Grant Initiative (G3 Grant Program). The G3 program was piloted in the Chesapeake Bay area in 2011 to encourage local jurisdictions to use “green” techniques when pursuing necessary “gray” infrastructure projects. Its purpose is to improve local, grassroots-level greening efforts by towns and communities in urbanized watersheds that reduce stormwater runoff through the creation of “green streets,” the increase in urban green spaces, and the reduction of impervious surfaces.

HB0514/SB0258 Maryland Commission on Climate Change

In May 2015, the Maryland legislature passed legislation (HB0514/SB0258) codifying the Maryland Commission on Climate Change. The Commission is charged with advising the Governor and General Assembly on ways to mitigate the causes of, prepare for, and adapt to the consequences of climate change. The measure requires the Commission to establish specified working groups and for the Commission members and working group members to be appointed and the Commission to be convened on or before July 1, 2016.

What Cities Should Do: A Guide to Resilient Power Planning is a series of guidelines and best practices for cities and towns preparing for widespread power outages from severe weather events. According to the authors, cities should have resilient power plans for critical public and private facilities in order to protect their most vulnerable citizens - but few cities have focused on risks and mitigation strategies associated with extended grid power outages for critical assets. This paper calls for a systematic approach to protect critical facilities with resilient power solutions, including solar photovoltaic (PV) and energy storage, combined heat-and-power (CHP), and fuel cells systems.

Central Appalachians Forest Ecosystem Vulnerability Assessment and Synthesis: A Report from the Central Appalachians Climate Change Response Framework Project

Led by the U. S. Forest Service (USFS)’s Northern Institute of Applied Climate Science, this assessment evaluates the climate change vulnerability of forested ecosystems covering 18. 9 million acres in the Central Appalachian Broadleaf Forest-Coniferous Forest-Meadow and Eastern Broadleaf Forest Provinces of Ohio, West Virginia, and Maryland. Designed to be a resource for forest managers, the report summarizes the current state of forests in the region including threats and management trends, projected climate impacts, and the results of a climate vulnerability assessment of local tree species and forest ecosystems.

Army Corps North Atlantic Coast Comprehensive Study – Main Report
January 2015
This US Army Corps of Engineers (Corps) study, released in January 2015, assesses flood risk from coastal storms for the North Atlantic coast from Virginia to Maine – the states and communities affected by Hurricane Sandy – and recommends strategies for reducing those flood risks. The study was designed to help Sandy-affected states and communities better understand how flood risks will change as a result of climate change and sea-level rise. It captures the latest scientific information on sea-level rise, and provides state, local, and tribal governments with tools to help them prepare for changing flood risks and apply the lessons learned from the study.

MD Executive Order 01.01.2014.14: Strengthening Climate Action in Maryland

The “Strengthening Climate Action in Maryland” Executive Order from Governor Martin O’Malley expands the Maryland Commission on Climate Change’s membership, mission, and responsibilities. The 2014 Executive Order builds upon O'Malley's 2007 EO which first established the Commission, stating that more must be done to achieve the State’s goal to reduce greenhouse gas emissions in Maryland, and to prepare State and local governments as well as residents for the likely health, environmental and socio-economic effects of climate change.
