Climate Change in Colorado: A Synthesis to Support Water Resources Management and Adaptation (2014)

The Climate Change in Colorado report is a synthesis of climate science relevant for management and planning for Colorado’s water resources. It focuses on observed climate trends, climate modeling, and projections of temperature, precipitation, snowpack, and streamflow. The 2014 report is a thorough revision and expansion of the 2008 report of the same name, also produced by the Western Water Assessment in partnership with the Colorado Water Conservation Board (CWCB).

Connecticut Public Act 14-163: An Act Concerning the Responsibilities of the Water Planning Council
July 1, 2014
Connecticut Public Act 14-163 directs the Connecticut Water Planning Council to engage in a three year process for writing a comprehensive statewide water plan for the management of water resources in the state. This plan will identify quantities and qualities of water available, present and projected demands for water resources, appropriate regions in the state for comprehensive water planning, and will establish guidelines and incentives for consumer water conservation, taking into account energy efficiency.

Literature Synthesis on Climate Change Implications for Water and Environmental Resources

This report synthesizes regional studies on the implications of climate change on Bureau of Reclamation operations and activities in 17 Western States. Specifically, the report addresses past and projected effects of climate change on hydrology and water resources. The report outlines implications for the key resource areas the Bureau considers in its planning processes for each of the Bureau's five regions: Pacific Northwest, Mid-Pacific, Lower Colorado, Upper Colorado, and Great Plains.

Tucson AZ Rainwater Harvesting Rebates
September 2013
Since 2012, the City of Tucson, Arizona has provided over $2 million in rebates for the Rainwater Harvesting Rebates Program, which allows the city’s water utility, Tucson Water, to subsidize the installation of rainwater catchment systems on residential properties throughout the city. The installations increase tree canopy cover, which helps to more effectively manage rainwater resources throughout the year. To increase project participation within low-income neighborhoods, the program provides grants and loans. These systems work to significantly reduce potable water use, push residents to move beyond sustainable practices and towards regenerative practices, and enhance the quality of life by extending the amount of tree canopy across Tucson.

Managing Coastal Watersheds to Address Climate Change: Vulnerability Assessment and Adaptation Options for the Middle Patuxent Subwatershed of the Chesapeake Bay
August 2013
The purpose of this project and report is to help the National Oceanic and Atmospheric Administration (NOAA) and its partners to address climate change impacts in the Chesapeake Bay, focusing on how to integrate climate change into coastal restoration and conservation activities. To do this, the National Wildlife Federation (NWF) worked with NOAA, a panel, and technical experts to identify climate change impacts for the Middle Patuxent sub-watershed and developed options for adapting restoration and conservation practices to address those impacts.

Distributed Hydrology Soil Vegetation Model (DHSVM)
February 2013
DHSVM is a distributed hydrologic model that explicitly represents the effects of topography and vegetation on water fluxes through the landscape. DHSVM has been applied both operationally, for streamflow prediction, and in a research capacity, to examine the effects of forest management on peak streamflow, among other things. The website is maintained to disseminate the open-source model, provide examples of model applications, and enable global use of the model to study the impacts of climate change, land use change, forest management practices, flooding, stream temperature and quality.

Bureau of Reclamation - Colorado River Basin Water Supply and Demand Study

The U. S. Bureau of Reclamation's Colorado River Basin Water Supply and Demand Study (2010 - 2012) was focused on defining current and future imbalances between water supply and demand in the Colorado River Basin and surrounding areas, with plans to develop and analyze adaptation and mitigation strategies in an effort to resolve these imbalances. The Study recognizes that climate change and future climate variability will introduce uncertainty into water supply analysis. Its researchers developed their scenarios to account for this uncertainty.

A Framework for Regulatory Transition: Accommodating Projected Climatic Shifts at the Operational Level - California

This briefing paper provides an overview of California's current hydrology and water management practices, the shifts in the state’s hydrology due to climate change, and the changes in the water resources regulatory framework that are needed to adapt. The current regulatory framework described is based on the premise that the hydrological baseline, with accepted levels of year to year and seasonal variability in water flows, is a constant. California's hydrology is being altered by climate change, and the effects are predicted to become even more pronounced over the next several decades, altering this baseline.

The Santa Clara Valley Water District (SCVWD) 2012 Water Supply and Infrastructure Master Plan is the water district’s strategy for providing a reliable supply of water for Santa Clara County, California. The Plan identifies the District strategy to continue investments to meet the county’s future water supply needs through at least 2035. The Plan discusses managing for climate change impacts with a focus on drought, and calls for further climate adaptation planning by the District.
