New York Smart Growth Public Infrastructure Act (2010)

This landmark smart growth bill, the New York State Smart Growth Public Infrastructure Policy Act (A8011-b/S5560-b), was signed into law on September 29, 2010 by Governor David Paterson. The law directs New York State agencies, authorities and public corporations to screen their infrastructure programs and investments to ensure that they are not funding unsustainable infrastructure. One of the most significant impacts of the Act is that all NYS funding agencies must now, formally, meet ten (10) Smart Growth goals.

Mecklenburg County, North Carolina: Charlotte-Mecklenburg Storm Water Services, Flood Risk Assessment and Reduction Community Guidebook

The Flood Risk Assessment and Reduction Community Guidebook was developed as part of an initiative led by Charlotte-Mecklenburg Storm Water Services (CMSWS) of North Carolina, with support from the U. S. Department of Homeland Security (DHS) Science and Technology Flood Apex Program, to help communities nationwide to adapt to flooding. Based on years of developing the CMSWS flood mitigation program and tools, the Community Guidebook details the process of acquiring data to assess flood hazards and risk, and to evaluate and prioritize strategies to mitigate that risk.

Data, Information, and Tools Needed for Community Resilience Planning and Decision-Making
September 2019
Data Needs for Resilience Planning and Decision-Making was a workshop coordinated by the National Institute of Standards and Technology (NIST) and the Center for Risk-Based Community Resilience Planning in October 2018 for adaptation, resilience, and planning practitioners. The workshop focused on current approaches and the gaps in data, tools, and information collection needs to support the planning, decision-making, and implementation of community resilience strategies. This report describes the workshop findings, the current processes resilience leaders follow in developing and implementing resilience plans, and identifies gaps and needs in accessibility to data and tools.

Louisiana Watershed Initiative
August 15, 2018
In August 2018, Governor John Bel Edwards launched the Louisiana Watershed Initiative in response to historic flooding events in 2016 that revealed Louisiana's high susceptibility to flooding throughout the state. Louisiana has a devastating history of flooding, with the state experiencing 16 federally declared flood- and hurricane-related disasters in the past 20 years. The Watershed Initiative is a statewide effort to reduce flood risk and increase flood resilience in Louisiana through regional coordination of floodplain management.

California Transformative Climate Communities Program
February 9, 2017
California Assembly Bill 2722 established the Transformative Climate Communities Program, to be administered by the Strategic Growth Council (SGC). The forthcoming Program will accelerate greenhouse gas reduction and advance local climate action in disadvantaged communities through an integrated, community-based approach. The Program intends to help realize the State’s vision of “Vibrant Communities and Landscapes,” demonstrating how meaningful community engagement coupled with strategic investments in transportation, housing, food, energy, natural resources, and waste can reduce greenhouse gas emissions and other pollution, while also addressing growing equity issues and enhancing economic opportunity and community resilience.

Financing Climate Resilience: Mobilizing Resources and Incentives to Protect Boston from Climate Risks

Nature-Based Goals and Actions in Local Mitigation Plans

The Environment law Institute (ELI) report “Nature-Based Goals and Actions in Local Mitigation Plans” examines the extent to which nature-based strategies (NBS) are included in the hazard mitigation plans (HMPs) written by county and regional authorities. About three-fifths of the HMPs reviewed by ELI include some type of nature-based mitigation, with the plurality of actions being in restoration and “conservation/preservation/management.”

U.S. DOI Hurricane Sandy Coastal Resiliency Competitive Grant Program
2013
The U.S. Department of the Interior's Hurricane Sandy Coastal Resiliency Competitive Grant Program is supporting projects that reduce communities’ vulnerability to the growing risks from coastal storms, sea level rise, flooding, erosion and associated threats through strengthening natural ecosystems that also benefit fish and wildlife.
