Resilience, Equity, and Innovation: The City Accelerator Guide to Urban Infrastructure Finance

The City Accelerator Guide offers tools and processes for city governments seeking to finance capital infrastructure projects that address climate resilience and social equity issues. The strategies in this guide offer tested methods for incorporating long-term resilience and equity into the capital planning process. Cross-disciplinary teams from four cities - including Pittsburgh, PA; San Francisco, CA; Washington, D. C. ; and Saint Paul, MN - worked together to develop innovative finance strategies.

HUD Choice Neighborhoods Planning and Implementation Grants

The U. S. Dept. of Housing and Urban Development (HUD) issues both planning and implementation grants through the Choice Neighborhoods program. Planning grants can be used to develop comprehensive neighborhood transformation plans to identify strategies for revitalizing housing, coordinating and delivering support services, providing educational opportunities, and improving neighborhood assets. Implementation grants support those communities that have undergone a comprehensive local planning process and are ready to implement their Transformation Plan to redevelop the neighborhood.

Caltrans Grant Application Guide: California SB 1 - Adaptation Planning grants
January 5, 2018
California Senate Bill 1, the Road Repair and Accountability Act of 2017, was signed into law on April 28, 2017, to invest $54 billion over the next 10 years to repair roads, freeways and bridges in communities across California. The new SB 1 planning grant funds include $20 million over three years for Adaptation Planning Grants to local and regional agencies for climate change adaptation planning. $7 million dollars are available for the FY 2017-18 grant cycle.

New York City Participatory Budgeting and Rulebook
2011
In 2011, four New York City Council Members partnered with several community-based organizations and launched a Participatory Budgeting process to allow residents to vote to allocate a portion of the council’s capital discretionary funds. The Participatory Budgeting New York City (PBNYC) process involved the city allocating funds to finance physical infrastructure projects, such as schools, parks, and public housing that benefit the public, that cost at least $50,000 and have a lifespan of at least five years. Residents were able to visit the website to review eligible projects and then submit an idea for consideration. The process gave residents the opportunity to vote during a nine-day Vote week for the city’s fiscal budget and implemented by city agencies. PBNYC is one of the largest and the fastest-growing participatory budgeting process in the United States which also ensures that low-income people and people of color can participate in the process. Currently, the majority of participants, around 57%, are identified as people of color.

American Flood Coalition - A Dual Disaster Handbook: 6 Recommendations for Local Leaders Responding to Floods During COVID-19

Prepared by the American Flood Coalition in collaboration with the American Public Health Association, the Dual Disaster Handbook provides six recommendations for local leaders to cope with flooding during the SARS-CoV-2 (COVID-19) pandemic. The recommendations emphasize the importance of using emergency planning processes, legal authorities, and volunteers and supplies effectively to simultaneously address dual threats, while focusing in particular on needs of at-risk populations. The Handbook draws on expertise and best practices from emergency management professionals and is intended for use by local officials involved in emergency preparedness and response.

Building Gulf Coast Resilience - Opportunities After Deepwater Horizon

From the Georgetown Climate Center, this report presents recommendations for enhancing Gulf Coast resilience as state and federal agencies implement projects to restore ecosystems affected by the Deepwater Horizon oil spill. Over 134 million gallons of crude oil was released into the Gulf of Mexico affecting 1,300 miles of coastline from Texas to Florida. Over the next 15 years, more than $20 billion will flow to the region for projects to restore ecosystems and economies affected by the Deepwater Horizon oil spill.

Marin County Climate Action Plan (2015 Update)

The 2015 Marin County, California Climate Action Plan (CAP) updates the 2006 Marin County Greenhouse Gas Reduction Plan. The majority of the plan focuses on mitigation, providing an update of GHG emissions in 2012, forecasts of emissions for 2020, and an assessment of actions that the County will take to further reduce emissions by 2020. In addition, Chapter 8 focuses on adaptation, providing an overview of Marin’s expected climate risks, a summary of actions-to-date, and recommended next steps.
