New Jersey Climate Change Resilience Strategy and Coastal Resilience Strategy

In October 2021, New Jersey released its statewide Climate Change Resilience Strategy (Strategy), which also includes a Coastal Resilience Strategy. It is the state’s first example of both a statewide climate adaptation plan and a comprehensive coastal resilience plan. Both were required by Executive Order No. 89 in 2019. New Jersey has been affected by climate change-driven impacts, such as flooding events, storms, rising sea levels, and increasing temperatures. The state developed the Strategy to address these impacts.

Taking Action on Green Resilience: Climate Change Adaptation and Mitigation Synergies

This report summarizes a workshop entitled “Taking Action on Green Resilience”at the 2017 ICLEI Canada Livable Cities Forum in Victoria, British Columbia, and provides recommendations on capacity building, research and public policies needed to advance green resilience practices. “Green Resilience” strategies are described as those that address both climate mitigation and adaptation - by simultaneously reducing GHG emissions and enhancing climate resilience. The report was produced by Green Resilience Strategies and ACT (the Adaptation to Climate Change Team) at Simon Fraser University.

Hawai’i SB 1396 (2025): A Green Fee to Mitigate Climate Impacts and Build Resilience in Hawai’i

Greater Boston, Massachusetts Comprehensive Economic Development Strategy
January 2015
The Metropolitan Area Planning Council of Boston (MAPC) released their Comprehensive Economic Development Strategy (CEDS) in 2015, which aims to direct economic development throughout the region until 2020. While the Strategy describes dozens of action items to increase economic resilience, one of the priorities is to address the impacts that climate change will have on Boston’s economy, especially on vulnerable, under-represented communities. The Strategy establishes several goals to increase the City’s economic resilience in the face of climate change and support these frontline communities, including for income inequality within the region to decrease, and that the Metro Area grow a strong supply of skilled and educated workers. In order to achieve these goals, the CEDS recommends several economic development and climate resilience actions to be implemented by policymakers, business owners, local colleges, and more.

Minot, North Dakota Floodplain Buyouts and Affordable, Resilient Housing “Buy-In” Program
January 2016
In January 2016, the U.S. Department of Housing and Urban Development (HUD) awarded the City of Minot, North Dakota $74.3 million through its National Disaster Resilience Competition (NDRC) to implement several projects to improve the city’s resilience to flooding from the Souris River. In June 2011, Minot experienced a catastrophic flood. The flood, in combination with a “boom-bust” oil economy and lack of affordable housing, motivated the city to envision a more resilient future for its residents, economy, and environment. Among its winning projects, the city will implement a voluntary buyout program for homes most vulnerable to flooding along the Souris River and make resilient, affordable housing investments in higher, upland “Resilient Neighborhoods” located outside of the city’s floodplain to relocate homeowners and renters. Minot’s unique “buyouts for buy-in” model will help to preserve the city’s tax base and community cohesion. The city will also undertake projects to restore the floodplain, preserve open space, create recreational greenways, and provide resilient city hubs that offer economic job development and other services. Local policymakers and planners can consider the Minot example to equitably relocate people and development out of vulnerable flood or coastal areas to safer, higher ground as a part of comprehensive managed retreat strategies.

Green Stormwater Infrastructure in Parks - Great Urban Parks Campaign

Through the Great Urban Parks Campaign, in 2018 the National Recreation and Park Association has provided grant funding totaling $2,000,000 to 10-12 communities in the U.S. to support green stormwater infrastructure projects in parks. The intention of the program is to improve environmental and social conditions in underserved communities through promoting and advancing green infrastructure stormwater management projects within parks.

California Climate Adaptation Storybook
2016
The California Natural Resources Agency’s Climate Change Team designed the Climate Adaptation Storybook with input from community leaders, scientists, government officials, and artists specifically for people who are not yet very familiar with climate adaptation. The 20-page storybook highlights projects and policies, ranging from educational programs to loan funding, to help communities and decision-makers envision the future. Fourteen projects from across the state highlights ways to address food security, drought relief, water efficiency programs, loan programs for rural communities, cool roofs in cities, and more.
