Adapting to Climate Change: A Planning Guide for State Coastal Managers

In this document the NOAA Office of Ocean and Coastal Resource Management (OCRM) provides guidance to state coastal managers on developing and implementing a climate change adaptation plan. After an overview of climate science and coastal impacts, the guide walks users through the entire adaptation planning life cycle, using coastal specific examples, case studies and resources within each stage.

OCRM describes how to conduct a vulnerability assessment by downscaling climate impact data and assessing current adaptive capacity. In the planning portions of the document, OCRM explains how to develop a plan by establishing goals, identifying concrete actions, and prioritizing objectives within a plan.

In addition the report provides guidance for implementation, with suggestions on tracking, evaluating, communicating, and updating elements of an adaptation plan. The appendices of this report are also highly useful - containing information on potential funding sources, laws and executive orders that support adaptation, and regional climate change impact summaries.
