U.S. DHS Casco Bay Region Climate Change Resiliency Assessment

As a part of the Department of Homeland Security (DHS)’s Regional Resiliency Assessment Program (RRAP) - this research focuses on the local and regional impacts of climate change in the Casco Bay area, the most developed and populous region in Maine. The report focuses primarily on vulnerabilities that may affect the region’s ability to maintain its critical infrastructure systems, and provides corresponding Resilience Enhancement Options that DHS and other partners may utilize in climate adaptation planning.

Affiliated Tribes of Northwest Indians
“In 1953 farsighted tribal leaders in the Northwest formed the Affiliated Tribes of Northwest Indians, and dedicated it to tribal sovereignty and self-determination. ” Affiliated Tribes of Northwest Indians (ATNI) is a nonprofit organization representing 57 Northwest tribal governments from Oregon, Idaho, Washington, southeast Alaska, Northern California and Western Montana. ATNI is an organization whose foundation is composed of the people it is meant to serve. ATNI has taken as its purpose to provide a forum for sharing information on matters of interest to its member Tribes, develop consensus on matters of mutual importance, assist member Tribes in their governmental and programmatic development consistent with their goals for self-determination and self-sufficiency, and provide for effective public relations and education program with the non-Indian communities.

Annexing Higher Ground and Preparing Receiving Areas in Hamilton, Washington

In 2019, after decades of repetitive flooding, the town of Hamilton in Skagit County, Washington partnered with Forterra, a local land conservancy nonprofit, to annex a 48-acre parcel of land located outside of the town’s 100-year floodplain. Annexing this land will provide Hamilton with a higher, drier ground area where town residents could voluntarily relocate to new homes. Forterra is developing plans for the annexed parcel to build affordable, environmentally conscious homes for Hamilton residents. Hamilton provides an example for other municipalities and local governments either in a pre- or post-disaster context for revitalizing a community challenged by frequent flooding through adaptation actions. As done in Hamilton, local governments may consider possibilities for providing relocation options to residents within a floodplain, including by annexing new land, particularly where sufficient higher ground land within existing municipal boundaries is not available. Annexation can allow local governments to maintain local communities, tax bases, and economies.

City of Coral Gables: Legal Considerations Surrounding Adaptation to the Threat of Sea Level Rise

This comprehensive report discusses the policy options available to the City of Coral Gables, Florida, as it prepares for sea level rise and other effects of climate change. It also explores potential legal issues likely to arise as climate change adaptation measures are implemented. It explores these challenges in light of Coral Gables’s (and all of South Florida’s) unique vulnerability to climate change, as a result of its low elevation above current sea level and its porous limestone base, which makes protecting areas of South Florida like Coral Gables with sea walls, dikes, or canals impractical.

In accordance with congressional requirements, Delaware’s Wildlife Action Plan provides an inventory of natural resources information and conservation programs in the state, lists the species of greatest conservation needs (SGCN), their key habitats, issues, research needs, and conservation actions. In keeping with Delaware’s Wildlife Action Plan published in 2006, this updated plan published in 2015 acknowledges climate change as a primary challenge to conserving the state’s wildlife population.

Status and Progress in Engaging Communities of Color to Advance Resilience to Climate Change: Experience of 15 U.S. Cities

From the Texas Health Institute and the Joint Center for Political and Economic Studies, this report documents a study of the progress made by major U. S. cities in engaging vulnerable communities of color in climate change planning and adaptation. A large variation was found in cities across the country, and lessons learned of the most socially equitable and progressive adaptation planning strategies are shared. The report offers community level “bottom-up” engagement strategies to inform national, state, and local policies and programs on socially equitable climate change planning.

The Price of Resilience: Can Multifamily Housing Afford to Adapt?

The report explores the challenges of retrofitting New York City's multifamily housing stock against future climate threats. New York City is largely built out and most structures are multifamily buildings that cannot be retrofitted using existing guidance for single family homes. Even more, the city must find ways to protect its limited stock of affordable housing, and cannot trade units for resilience. This report details design solutions and offers policy recommendations for city officials and the Federal Emergency Management Agency (FEMA) that may help remove barriers to achieving long-term resilience in this stock.

Establishing the Washington Coastal Marine and Marine Resources Advisory Councils (2013-14 ESB 5603)

Effective July 28, 2013 under Washington Governor Jay Inslee, Engrossed Senate Bill 5603 established a Coastal Marine Advisory Council and a Marine Resources Advisory Council. The Coastal Marine Advisory Council was created to be a forum for discussing a variety of coastal water issues and to provide recommendations to the governor and legislature on coastal waters resource management issues. The Marine Resources Advisory Council was created to focus more specifically on issues of ocean acidification and provide recommendations to the governor and legislature of actions to reduce the effects and sources of ocean acidification.

The City of Lewes, Delaware Hazard Mitigation and Climate Adaptation Action Plan

The City of Lewes, Delaware, in conjunction with Delaware Sea Grant and ICLEI ‐ Local Governments for Sustainability, initiated the pilot project 'Mitigation and Adaptation to Natural Hazards and Climate Change - Planning and Building Resilient Coastal Communities' (Hazard Mitigation and Climate Adaptation Pilot Project). The overall goal of the project was to further the City’s hazard mitigation work by incorporating climate change and adaptive responses. The project team developed this action plan that aims to improve community sustainability and resilience.

Climate Change in Kivalina, Alaska - Strategies for Community Health

Kivalina is a coastal Iñupiat village of 400 people in Northwest Alaska, on a barrier island of the Chukchi Sea. This report details the struggles of the community of Kivalina to adapt to impacts of climate change including rising sea levels, storm surge, and melting permafrost, for which the village is quite vulnerable. The report contains detailed accounts of the Kivalina people and community, as well as the climate, seasons, air, sea, coast, land, rivers, biota, water, and food which all support the village's subsistence lifestyle.
