UPDATE: On April 5, 2017, the Council on Environmental Quality published a notice in the Federal Register to withdraw the Final Guidance for Federal Departments and Agencies on Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in National Environmental Policy Act Reviews. CEQ withdrew the guidance pursuant to President Trump’s Executive Order on Promoting Energy Independence and Economic Growth.

California SB 246 - Integrated Climate Adaptation and Resiliency Program
October 8, 2015
SB 246 established an Integrated Climate Adaptation and Resiliency Program for California as of January 1, 2017. The program will coordinate regional and local efforts with state climate adaptation strategies to adapt to the impacts of climate change. There is to be an emphasis on climate equity considerations across sectors and regions and strategies that benefit both greenhouse gas emissions reductions and adaptation efforts, in order to facilitate the development of holistic, complementary strategies for adapting to climate change impacts.

Greenworks Philadelphia 2015 Progress Report

In June 2015, Mayor Michael A. Nutter released the 2015 Greenworks Philadelphia Progress Report, the sixth and final summary of the work completed under the City of Philadelphia’s comprehensive sustainability plan between 2009-2015. The 2015 report includes target specific achievements over the last year, cumulative metrics and trends, work that remains in progress, and specific recommendations including a framework for an updated sustainability plan in Philadelphia in the short-term.

Climate Change and "Coast Smart" Construction (Maryland Executive Order 01.01.2012.29)
December 28, 2012
On behalf of the State of Maryland, Governor Martin O’Malley has signed the Executive Order (01. 01. 2012. 29) Climate Change and “Coast Smart” Construction on December 28, 2012 - a landmark initiative to increase the State’s long term resiliency to storm-related flooding and sea level rise. The Executive Order enacts a number of policy directives, including directing all State agencies to consider the risk of sea level rise, flooding and extreme weather to be taken into account in the construction or reconstruction of all state buildings and facilities - and structures to be elevated two or more feet above the 100-year base flood level.

Miami-Dade County, Florida: Sea Level Rise Strategy
February 2021
In February 2021, Miami-Dade County, in collaboration with private consulting partners, released the Miami-Dade County Sea Level Rise Strategy. The strategy outlines the five different ways that the County, its agencies, and its partners can facilitate county-wide adaptation to climate impacts, especially sea-level rise: 1. ) building on fill; 2. ) building like the keys; 3. ) building on high ground around transit; 4. ) expanding greenways and blueways; and 5. ) creating blue and green neighborhoods.

State of Oregon Climate Equity Blueprint
January 2021
Released in December 2020, the State of Oregon Climate Equity Blueprint is a living document which identifies best practices on how to prioritize equity in the formation of state policies, processes, and programs aimed at addressing climate change. Four “Climate Equity Blueprint Tools” are used to guide programmatic staff and officials across Oregon’s state agencies in the integration of equity into climate progress: best practices; guiding questions; case studies; and resources. These tools are employed to cover key areas for advancing climate and racial equity: building internal capacity; embedding equity and accountability into design; leading meaningful community engagement; and improving data collection and use.

Transportation Elements of the City of Baltimore Disaster Preparedness and Planning Project (DP3)

The City of Baltimore incorporated consideration of climate change in a combined all hazard mitigation and climate adaptation plan (“plan”); the plan was developed through a disaster preparedness and planning project (“DP3”). The DP3 plan examines the vulnerability of the city’s transportation systems, including transit systems and critical transportation routes, among other vulnerabilities.

North Carolina Executive Order No. 246: North Carolina’s Transformation to a Clean, Equitable Economy

On January 7, 2022, North Carolina's Governor Roy Cooper signed Executive Order (EO) No. 246 entitled, "North Carolina’s Transformation to a Clean, Equitable Economy. " EO 246 calls for the state to take several actions related to climate change to improve the health and well-being of North Carolina's residents, prioritize and advance environmental justice and equity, engage with stakeholders and incorporate public input into decisionmaking processes, increase awareness about the health impacts of climate change including the disproportionate effects on underserved communities, and build a diverse workforce that is prepared to address climate change.

This guidebook, Incorporating the Costs and Benefits of Adaptation Measures in Preparation for Extreme Weather Events and Climate Change (Guidebook), provides a comprehensive resource to help transportation agencies incorporate cost-benefit analysis (CBA) into planning processes and decisions regarding needs for adapting to climate change and extreme weather. The Guidebook was published in 2020 and developed through the National Cooperative Highway Research Program, with input from practitioners at state departments of transportation (DOTs).

Baltimore Shines - Baltimore, Maryland
Baltimore Shines is a Baltimore City initiative that helps low-income residents access solar energy through either rooftop installations or community solar projects in Baltimore, Maryland. The program also expands workforce development opportunities in the solar installation industry. Baltimore Shines pilot projects were used to learn about barriers preventing solar installation in low-income communities and to inform the development of a sustainable financing model to increase access to solar energy. As the initial step to teaching energy affordability awareness, Baltimore Shines had community residents’ homes retrofitted by its close affiliate, Civic Works, which installed energy and water conservation equipment in homes. This program was not income restricted and is open to any Baltimore City homeowner or tenant residing in a house or apartment. Baltimore Shines also incorporated the development of workforce opportunities for underemployed and unemployed Baltimore residents through job-training and job placement. Additionally, Baltimore Shines leveraged a state funding program - the Maryland Community Solar Pilot program - that supported investments in renewable energy projects benefiting low- and moderate- income customers and encouraged private investment in the state’s solar industry with incentives for the investors. The program ultimately lowered bills, increased wages for some of the City’s low-income, under-employed or unemployed residents, and enhanced access to solar for many throughout the city.
