Managing the Retreat from Rising Seas — New York City, New York: Land Acquisition and Flood Buyout Programs

The New York City Department of Environmental Protection (NYC DEP) offers flood mitigation buyouts within the NYC watershed, in cooperation with the state, through a Flood Buyout Program that can serve as a model for other coastal and riverine jurisdictions considering retreat. These buyouts are part of a comprehensive flood hazard mitigation program that relies on scientific studies termed Local Flood Analyses (LFA). LFA enable NYC DEP to identify solutions to reduce flooding, which may involve buyouts, and then to fund and implement recommended projects. NYC DEP’s buyouts are primarily funded by local sewer and water bills and may be supplemented by grants from the Federal Emergency Management Agency. Notably, NYC DEP administers a Land Acquisition Program — in addition to its Flood Buyout Program — with a focus on conserving land within the NYC watershed to protect water quality. This dual approach to both buyouts to mitigate flood risk and open space acquisitions to enhance water quality is a unique model that other state and local governments can replicate to achieve co-benefits through land acquisitions. Collectively, NYC’s multiple programs and projects can provide an example for other land-use planners and decisionmakers on how managed retreat through buyouts can be supported through a science-based, comprehensive approach that aims to maximize floodplain hazard mitigation and community resilience. Resilience AmeriCorps
July 2015
Resilience AmeriCorps recruits and trains AmeriCorps VISTA (Volunteers In Service To America) members to serve low-income communities across the country by developing plans and implementing projects that increase resilience-building capacity. The initiative was originally announced in 2015 in response to recommendations from President Obama’s State, Local, and Tribal Leaders Task Force on Climate Preparedness and Resilience. Current Resilience AmeriCorps projects are addressing a wide range of resilience needs, including climate change, extreme weather, financial instability, and food insecurity through long-term planning, risk communication, community loan programs, and urban food production.

Boston Architectural College Green Alley Initiative
October 2013
The Boston Architectural College (BAC) installed a green alley demonstration project on its campus located in the Back Bay area of Boston along the Charles River. The green alley used permeable pavement to allow stormwater to percolate through the road bed to recharge groundwater and filter pollutants. The project was designed to be replicable and to help with public education on the benefits and design of green infrastructure. The purpose of the green alley is to reduce polluted runoff by filtering and redirecting rainfall to the groundwater table.

Washington Climate Change Impacts Assessment: Evaluating Washington's Future in a Changing Climate

This is the full assessment report detailing the findings of the Climate Impacts Group's climate change impact assessment of Washington. The Washington Climate Change Impacts Assessment (WACCIA) involved developing updated climate change scenarios for the state and using these scenarios to assess the impacts of climate change on the following sectors: agriculture, coasts, energy, forests, human health, hydrology and water resources, salmon, and urban stormwater infrastructure. A chapter is dedicated to regional climate modeling.

Quantifying the Success of Buyout Programs: A Staten Island Case Study

An increasingly common post-disaster mitigation approach, home buyout programs are generally intended to reduce vulnerability to future disasters. However, to date, there has been virtually no quantitative evaluation of whether or not coastal buyout programs are successful in reducing vulnerability. Through a change in vulnerability analysis, this study quantifies the success of the Staten Island buyout program in reducing the nationwide vulnerability of people and property to coastal flood hazards. Results show an increase in overall vulnerability, which includes exposure and social vulnerability, for 99% of the buyout participants studied. Buyout participants tend to relocate within five miles of their origin addresses, move to areas with higher levels of poverty, higher population density and greater percentages of individuals over 65. This analysis concludes that significant uncertainty remains with respect to whether or not the Staten Island buyout program met its objective of reducing the vulnerability of people and property to coastal flood hazards.

Delaware’s Climate Action Plan

In November 2021, Delaware released its statewide Climate Action Plan. Delaware has been affected by climate change in the form of increased temperatures, change in precipitation patterns, extreme weather, flooding, and sea-level rise. Delaware created the plan to strategically address future climate change impacts in the state. The plan was prepared by the Delaware Department of Natural Resources and Environmental Control.

FHWA INVEST Tool – Infrastructure Resiliency Criteria

The Federal Highway Administration’s INVEST Tool (Tool) provides a collection of voluntary best practices (“criteria”) and associated point values to help transportation agencies and practitioners evaluate and improve the sustainability and climate resilience of their projects and programs. The Tool allows transportation agencies to evaluate the sustainability of their agency practices and projects across the entire transportation lifecycle, by self-assigning points based on how well they have met requirements set out for each particular criterion.
