Virginia Special Places in Peril: Jamestown, Chincoteague, and Shenandoah Threatened by Climate Disruption

This report examines, in detail, the threats that climate change presents to Jamestown, Chincoteague National Wildlife Refuge, and Shenandoah National Park. For each of these impacts, the report identifies the potential economic losses that could result from the loss of ecosystems and tourism. The authors provide downscaled information about climate threats, including projected temperature increases for each of the three sites. Additionally, the report characterizes the threat sea-level rise and erosion pose to Jamestown and Chincoteague.

Virginia's Coastal Zone Management Program

The Virginia Coastal Zone Management Program (CZMP) is a network of Virginia state agencies and local governments, established in 1986 through an Executive Order, which administers enforceable laws, regulations and policies that protect Virginia’s coastal resources and foster sustainable development. The Department of Environmental Quality (DEQ) serves as the lead agency for the “networked program,” that manages the state’s coastal resources by administering the laws and regulations that protect wetlands, dunes, subaqueous lands, fisheries, and air and water quality - within the Virginia coastal zone.

Local Strategies for Addressing Climate Change, Vol. 2

This resource is a collection of case studies that ran in the NOAA Coastal Services Center's (CSC) magazine 'Coastal Services. ' These stories document states' efforts to combat climate change and, in particular, sea-level rise. The solutions discussed are varied. On a national level, the CSC describes the work the EPA's Climate Ready Estuaries Program has done to help local estuary managers adapt to climate change. Meanwhile, ICLEI and the state of Oregon have developed new materials and programs that relate to communicating about issues related to coastal adaptation.

Stemming the Tide: How Local Governments Can Manage Rising Flood Risks

This case study analyzes Virginia local governments' authority to use existing land use powers to adapt to the impacts of sea-level rise and flooding. Specifically, this study looks at local authority to implement policy options identified in Virginia’s Climate Action Plan. State and local government officials in other states may find the study helpful in determining how local government land use powers in their states may be used as part of a climate adaptation plan. .

Vulnerability and Climate Change in the U.S. Southeast
Oxfam America is funding programs in Louisiana and elsewhere in the Southeastern U.S. to help those most vulnerable to the impacts of climate change to adapt and be better prepared. The goal of this project is to bring a fuller understanding of social vulnerabilities due to climate change in the U.S. southeast region to the public through a multidisciplinary examination of risks, hazards, and disaster.

Costs of Defending Against Rising Sea Levels and Flooding in Mid-Atlantic Metropolitan Coastal Areas

This assessment identifies the potential costs of continually rising ocean levels and associated flooding, specifically on the mid-Atlantic Coast. Metropolitan areas are susceptible to detriment on many levels, such as severe property damage and loss of natural resources, from sea level rise and related inundation and extreme weather events. This paper addresses what it would cost to minimize or eliminate such damage.

Coastal Inundation Toolkit
The Coastal Inundation Toolkit was developed by the Digital Coast Partnership Group to help communities understand and address coastal inundation issues - where water covers what is normally dry land. Information and resources are organized into 5 stages: understanding coastal inundation, identifying community risks and vulnerabilities, creating inundation maps, communicating risks and vulnerability, and discovering what others are doing to address inundation. For each of these 5 areas, explanations and guidance are provided with links to the specific resources available from Digital Coast to support that specific step in the process, making this a user-friendly way to support assessments and planning for sea level rise and extreme weather events.

The Likelihood of Shore Protection Data Set

This site provides the GIS data that was used for the study "State and Local Governments Plan for Development of Most Land Vulnerable to Rising Sea Level along the U. S. Atlantic Coast," published by James Titus. The GIS data are available in three formats: grid, polygon shape files, and vector shape files. This data identifies shoreline development and areas that will be vulnerable to sea level rise. .
