Transportation Elements of the City of Baltimore Disaster Preparedness and Planning Project (DP3)

The City of Baltimore incorporated consideration of climate change in a combined all hazard mitigation and climate adaptation plan (“plan”); the plan was developed through a disaster preparedness and planning project (“DP3”). The DP3 plan examines the vulnerability of the city’s transportation systems, including transit systems and critical transportation routes, among other vulnerabilities.

Baltimore, Maryland Disaster Preparedness and Planning Project (DP3) 2013

The City of Baltimore Maryland’s Disaster Preparedness and Planning Project (DP3) was created by the Department of Planning as an effort to address existing hazards while simultaneously preparing for predicted hazards due to climate change. This project develops a program that integrates an All Hazards Mitigation Plan (AHMP), floodplain mapping, and climate adaptation planning. DP3 links research, outreach, and actions to create a comprehensive and new risk-preparedness system for addressing existing and future impacts.

New York City Flood Resilience Zoning Amendment
October 9, 2013
In October 2013, New York City adopted zoning amendments to encourage flood-resilient construction of buildings in designated flood zones. The amendments were put in place to remove regulatory barriers that hindered reconstruction of storm-damaged structures after Hurricane Sandy and to allow reconstructed buildings to comply with higher flood elevations issued by the Federal Emergency Management Agency (FEMA) after the storm. The amendments were designed to ensure that new development and redevelopment would be less at-risk to damages from future flood events and to avoid increased flood insurance premiums.

Maryland's Greenhouse Gas Reduction Plan - Chapter 8: Adaptation

In 2009, Governor Martin O’Malley and Maryland’s General Assembly charged the State with producing a Greenhouse Gas Reduction Plan that will reduce greenhouse gases 25 percent by the year 2020. The Maryland Commission on Climate Change developed the plan in 2013, and included a chapter dedicated to climate change adaptation in Maryland.

California AB 691 - State lands: granted trust lands: sea level rise
October 5, 2013
California Assembly Bill (AB) 691, authored by Assembly member Muratsuchi (D-Torrance), was signed by Governor Brown October 5, 2013. Effective January 1, 2014, this law will prepare California for the impacts of sea level rise by requiring holders of public trust lands to assess the impacts and report the results to the State Lands Commission.

Risky Business Project - Economic Risks of Climate Change to the U.S.

Launched in October 2013, Risky Business is a year-long effort to quantify and publicize the economic risks the United States faces from the impacts of a changing climate. Risky Business is a joint initiative of Bloomberg Philanthropies, the Office of Hank Paulson, and Next Generation. Additional support for Risky Business was provided by the Skoll Global Threats Fund.

California Extreme Heat Adaptation Final Guidance Document – Transportation Recommendations

California’s Climate Action Team (CAT) developed the guidance document, Preparing California for Extreme Heat: Guidance and Recommendations, to provide California agencies with best practices for adapting to heat-related climate change impacts. Several of the recommendations focus on adaptations to the transportation sector and make recommendations for actions that can be taken by the California Department of Transportation (Caltrans) to increase heat resilience. Transportation improvements, such as road pavement and the removal of vegetation, can contribute to higher temperatures in urban areas resulting in what are often referred to as urban heat islands.

Hoboken, New Jersey Green Infrastructure Strategic Plan

The City of Hoboken, New Jersey published its Green Infrastructure Strategic Plan in October 2013 to create a framework for city-wide green infrastructure investments as a mechanism for improving storm water management, controlling flooding, and preparing for future climate change. It also encourages policy changes, such as zoning requirements and incentives, pilot projects, and plans for public lands and rights-of-way.

California Water Plan 2013 Update
October 2013
A five year effort by the California Department of Water Resources, the California Water Plan 2013 Update presents the status and trends of California's water-dependent natural resources; water supplies; and agricultural, urban, and environmental water demands for a range of plausible future scenarios. The California Water Plan also evaluates different combinations of regional and statewide resource management strategies to reduce water demand, increase water supply, reduce flood risk, improve water quality, and enhance environmental and resource stewardship.
