California SB 246 - Integrated Climate Adaptation and Resiliency Program

SB 246 established an Integrated Climate Adaptation and Resiliency Program for California as of January 1, 2017. The program will coordinate regional and local efforts with state climate adaptation strategies to adapt to the impacts of climate change. There is to be an emphasis on climate equity considerations across sectors and regions and strategies that benefit both greenhouse gas emissions reductions and adaptation efforts, in order to facilitate the development of holistic, complementary strategies for adapting to climate change impacts.

SB 379 Fact Sheet: Climate Adaptation and Resiliency Strategies

The Alliance of Regional Collaboratives for Climate Adaptation (ARCCA) released this fact sheet to explain the basic requirements of SB 379 for California communities. SB 379 will require cities and counties within California to integrate climate adaptation into their general plans by January 1, 2017 or January 1, 2022 depending on whether or not that city or county has adopted a Local Hazard Mitigation Plan. The fact sheet also describes a 3-step process cities and counties can use to meet the requirements.

California AB 1482: Climate adaptation strategy

October 8, 2015

AB 1482 requires the California Natural Resources Agency (CNRA), in coordination with the Strategic Growth Council, to oversee and coordinate state agency actions to adapt to climate change. The bill requires CNRA to update the state’s climate adaptation strategy (Safeguarding California), by July 1, 2017, and every three years thereafter. As part of the update, the CNRA will coordinate with other state agencies to identify the agency or agencies to lead adaptation efforts in each sector. The updates to the plan are to include climate change vulnerabilities by sector and the priority actions needed to reduce risks, for at least the following sectors: Water Energy Transportation Public health Agriculture Emergency services Forestry Biodiversity and habitat Ocean and coastal resources   To address the vulnerabilities as identified in the updated plan, state agencies are directed to fulfill the objectives of: Educating the public about the consequences of climate change, such as sea-level rise, extreme weather events, the urban heat island effect, habitat loss, wildfire, drought, threats to infrastructure and agriculture, worsening air and water quality, and public health impacts.

Adapting to Rising Tides Program: Preserving Shoreline Parks in the Face of Climate Change

September 2015

The Bay Conservation and Development Commission’s (BCDC) Adapting to Rising Tides (ART) Program supports climate adaptation planning across ten shoreline counties in the San Francisco Bay area of California. This report focuses on the East Bay Regional Park District’s (EBRPD) shoreline parks in Contra Costa and Alameda Counties. The ART Program staff worked with EBRPD staff to assess the vulnerability and risk for all EBRPD shoreline parks. The report describes the current condition of those parks the demographics of the populations EBRPD serves, the vulnerability and risks for shoreline parks due to climate change, potential adaptation responses, and recommendations for building shoreline park resilience.

BCDC Adapting to Rising Tides: ART Portfolio

The Adapting to Rising Tides (ART) Program of the San Francisco Bay Conservation and Development Commission (BCDC) leads and supports multi-sector, cross-jurisdictional projects that build local and regional capacity in the San Francisco Bay Area of California to plan for and implement adaptation responses. ART offers an online ‘Portfolio’ to provide access to the planning guidance, tools, data and information for adaptation planning in the Bay Area - with a focus on resiliency of shoreline and community resources to sea level rise and coastal storm events, among other climate impacts.

Lessons on Climate Change and Poverty From the California Drought

This report describes how climate-related extreme weather events exacerbate existing socioeconomic inequalities. In this case, the report highlights the disproportionate challenges experienced by frontline communities during the California drought that began in 2012, which includes communities of color and low-income people living in tribal, rural, and farming communities. The report discusses the following topics: the causes and severity of California’s drought; the drought’s impacts on the national food system; demographics, water rights, and drought impacts in agricultural communities; and policy recommendations.

Sacramento Region Transportation Adaptation Plan and Regional Transportation Plan

August 2015

The Sacramento Area Council of Governments (SACOG) developed a high-level vulnerability assessment and adaptation plan (“Adaptation Plan”) for the region’s transportation infrastructure, and is using the plan as a framework to guide future adaptation work and inform planning for transportation investments. The initial findings from the Adaptation Plan are being incorporated into the region’s 2016 long-range transportation plan update. The Adaptation Plan looks at risks to transportation from four primary climate-related threats to the region: extreme temperature; wildfire; precipitation, runoff, and flooding; and landslides.

Here-Now-Us "OWL" Virtual Reality SLR Project

2015

Here. Now. Us. was a project launched in 2015 by the County of Marin, California, Climate Access, and the company Owlized to engage community members of the county to better understand local climate impacts, and begin to formulate solutions. To help visualize local sea level rise, OWL viewfinders were installed along a popular coastal multi-use pathway in Mill Valley, Marin County. These viewfinders are modeled after the classic coin-operated binoculars found at scenic viewpoints, but upgraded with 3D visualizations of how these places can be affected by sea level rise.

San Bruno Creek and Colma Creek Resiliency Study - San Francisco International Airport

August 2015

This resiliency study describes the vulnerability assessment and sea level rise adaptation strategies for two creek systems - San Bruno and Colma - that flow into San Francisco Bay adjacent to the San Francisco International Airport (SFO), San Mateo County, California. SFO - a critical component of the Bay Area economy - and residential neighborhoods within the lower reaches of the San Bruno Creek and Colma Creek watersheds (Project Area) are at risk of severe flooding from these two creeks due to sea level rise.

Coastal Storm Modeling System (CoSMoS)

The Coastal Storm Modeling System (CoSMoS) is a numerical modeling system used to predict coastal flooding due to climate change-driven sea-level rise and storms. CoSMos provides explicit, deterministic modeling of all the relevant physics (e. g. , tides, waves, surge) of a coastal storm scaled down to local flood resolution projections. The system provides coastal planners and emergency managers with hazard information to inform coastal management, mitigate physical damage, and enhance public safety.
