Maryland State Highway Administration Climate Change Adaptation Plan with Detailed Vulnerability Assessment

Maryland’s State Highway Administration (SHA) carried out a vulnerability assessment to inform future policy and engineering approaches to manage climate induced risks. The vulnerability assessment focused on two Maryland counties, Anne Arundel and Somerset, as part of a larger pilot project funded by the Federal Highway Administration. The report aims to improve the SHA’s understanding of climate vulnerability and allow for the development, assessment, and implementation of strategies to protect transportation assets.

Encroaching Tides: How Sea Level Rise and Tidal Flooding Threaten U.S. East and Gulf Coast Communities over the Next 30 Years

This report from the Union of Concerned Scientists describes the threat of tidal flooding in the East Coast and Gulf regions and offers steps that communities can take to adapt. The report makes the case that tidal flooding, currently just considered a nuisance, could become a daily or weekly occurrence, redefining how and where people along the coast “live, work, play, and move through their daily lives. " Data was collected in 52 locations to provide projections for sea level rise and tidal flooding in the region until 2045.

Adapting to Climate Change and Sea Level Rise: A Maryland Statewide Survey, Fall 2014

This public survey report addresses the perception of climate adaptation and sea level rise in Maryland. This study was conducted by George Mason University’s Center for Climate Change Communication in partnership with the Maryland Department of Health and Mental Hygiene to explore Marylanders’ views on public health, energy and the environment.

Maryland and the Surging Sea: A Vulnerability Assessment with Projections for Sea Level Rise and Coastal Flood Risk

Climate Central has launched the Surging Seas Risk Finder tool for the state of Maryland, along with this high-level summary report of findings on coastal flooding risk and sea level rise impacts for the state. The report presents some of the major categories and highlights, with a focus on exposure below 5 and 9 feet. The Surging Seas Risk Finder presents thousands of combinations of analysis results by geography, water level, and variable. Building a Climate Resilient National Capital Region

In 2013 and 2014, the National Aeronautics and Space Administration (NASA), General Services Administration, US Global Change Research Program, National Capital Planning Commission, Smithsonian Institution, and the Metropolitan Washington Council of Governments sponsored two series of workshops to assist with climate adaptation planning and improve coordination in the Washington D. C. / National Capital Region. The report “Building a Climate Resilient National Capital Region: Federal and community agencies working together on climate preparedness and resilience” summarizes the Climate Change Vulnerability and Adaptation workshop series, providing the results and adaptation strategies proposed for the National Capital Region.

Maryland Land Preservation and Recreation Plan
2014
Updated every five years by the Maryland Department of Natural Resources (DNR), the Maryland Land Preservation and Recreation Plan is a comprehensive, statewide plan to guide efforts to conserve natural and cultural resources and enhance access to recreation and open space on State lands. The Plan identifies priorities, goals, and measurable action items for a five-year period to encourage equitable access to the outdoors and stewardship of natural and cultural resources. The Plan recognizes that climate risks such as sea level rise, storm surge, drought, wildfire, flooding, and loss of high quality cold water all have the potential to negatively impact outdoor accessibility and recreation and that land conservation has habitat, recreation, and adaptation value.

An Analysis of NJ Climate Adaptation Alliance Coastal Recommendations Relative to Recent Programs and Legislation for Climate Adaptation in Delaware, Maryland, and New York

This analysis from the NJ Climate Adaptation Alliance (NJCAA) identifies adaptation programs and policies of states in the Mid-Atlantic region with an emphasis on coastal resources and risks. The report compares enacted legislative and administrative changes to agency programs in order to account for coastal impacts from climate change - that are consistent with one or more of the individual recommendations proposed by the NJCAA in Preparing New Jersey for Climate Change: Policy Considerations from the New Jersey Climate Adaptation Alliance.

Prince George's County, Maryland Repetitive Loss Area Analysis Report
2014
In 2014, Prince George’s County, a Class 5 Community Rating System (CRS) community, prepared a repetitive loss area analysis (RLAA) report through its Department of Environmental Protection. CRS is a voluntary program administered by the Federal Emergency Management Agency (FEMA) under the National Flood Insurance Program that allows participating local governments to earn discounts on their residents’ flood insurance premiums. Prince George's County commissioned the report to inform the development of its hazard mitigation plan due to an increase in the number of repetitive loss properties in the county.
