The city of Boulder, Colorado is experiencing the joint pressures of rapid regional population growth and climate change — challenges which are not unique to this city alone. Boulder has addressed these challenges in the Boulder Valley Comprehensive Plan, a plan jointly adopted by the City and County of Boulder to direct decisions on land use, natural and built environments, and climate. The Boulder Valley Comprehensive Plan is a strong example of a planning document that places an emphasis on housing and the environment. More specifically, this plan is notable for the following reasons:
Developing affordable housing goals and plans for multiple income levels including low-income, moderate-income, and middle-income households to ensure housing security for Boulder’s residents.
Developing specific and actionable master plans, such as the Boulder Manufactured Housing Strategy and Action Plan, to address the nuances of the policies highlighted in the Boulder Valley Comprehensive Plan.
Developing policies to identify and preserve the rural-urban divide between the City of Boulder and surrounding areas by creating opportunities for sustainable population growth without threatening the rural character and valuable ecosystems of the Boulder Valley.
The Boulder Valley Comprehensive Plan and associated master plans and strategies can serve as examples for other local and regional policymakers seeking to tackle the compounding challenges of population growth, affordable housing, and resilience. Jefferson Parish, Louisiana lies on a coastal floodplain of the Gulf of Mexico and has more water than land area. The parish is innovating to adapt to rising sea levels and more extreme flooding in the region, and created the Balancing Water Campaign to mitigate flood risk and improve its communities’ resilience. The approach to balancing water levels focuses on rethinking how to manage the impacts of stormwater and land subsidence to live with more water, while increasing natural drainage across the floodplain. The Jefferson Parish Watershed Management Plan was developed as a part of the Balancing Water initiative, to guide local decisionmakers with resilient floodplain management strategies for capital improvements, regulatory revisions, and land use, while emphasizing the use of green infrastructure and low-impact development. In addition, the parish is undertaking other complementary efforts like elevating flood-prone homes with the support of federal grants, and participating in the National Flood Insurance Program’s Community Rating System (CRS) program and a Jefferson Parish CRS Users Group to further local flood resilience initiatives.

The 2022 California Climate Adaptation Strategy presents six state priorities and relevant actions to increase climate resilience at the state, regional, and local levels. The 2022 Strategy updates the conclusions and innovations put forth in California’s 2021 Climate Adaptation Strategy in an interactive website. The 2022 Strategy includes the six outcome-based priorities outlined in the 2021 Strategy and clearly explains the goals and actions that must be taken to achieve each of those priorities. Decisionmakers can incorporate California’s metrics into adaptation and resilience indicators in their own state, regional, and local plans or use the Strategy as a model to develop their own.

On March 21, 2022, the National Fish and Wildlife Foundation (NFWF) announced the 2022 National Coastal Resilience Fund (NCRF) Request for Proposals (RFP). The NFWF will provide approximately $140 million in grants to protect communities from current and future coastal threats and improve habitats for fish and wildlife species. Natural habitats, such as coastal wetlands, marshes, and dunes can protect communities from the impacts of sea-level rise, new flood patterns, and more frequent and intense storms. As such, NFWF seeks to fund projects that use natural resource restoration to enhance coastal resilience and wildlife habitats.
Eligible applicants include nonprofit organizations, governmental agencies, educational institutions, and commercial organizations. Pre-proposals are due Thursday, April 21, 2022, by 11:59 P.M. ET and final proposals are due Thursday, June 30, 2022, by 11:59 P.M. ET. The NCRF is a public-private partnership between NFWF, the National Oceanic and Atmospheric Administration (NOAA), Occidental, Shell USA, Inc., TransRE, the U.S. Department of Defense, and the Bezos Earth Fund.

On January 21, 2022, the Maryland Commission on Climate Change’s Adaptation and Resiliency Work Group in collaboration with the University of Maryland Center for Environmental Science Integration and Application Network (UMCES-IAN) released the 2021 Maryland Coastal Adaptation Report Card. Informed by stakeholder engagement, the Coastal Adaptation Report Card “gives a snapshot of the current adaptation status in Maryland’s coastal zone, and establishes a framework for measuring future progress.

In December 2021, the New York City Department of City Planning (NYCDCP) released its third Comprehensive Waterfront Plan (the Plan) that outlines a ten-year vision for the creation of a more equitable, more resilient, and healthier waterfront. The NYCDP developed the Plan in accordance with its climate justice principle to equitably distribute climate resources and construct resilient and sustainable environments for all across the city. Among other parts of the Plan, it presents opportunities for the city to proactively incorporate climate resiliency and adaptation into its processes for everyday decisionmaking and long-term planning.

2021
In 2021, the City of Boise, Idaho published Boise's Climate Action Roadmap, a plan to help the city and its communities become carbon neutral and build resilience and ability to adapt to the impacts of climate change. The plan includes seven categories for action that will help reach both emissions reduction and resilience goals: Buildings and Energy, Transportation, Consumption and Waste, Food Systems, Natural Environment, Water, and Innovation and Engagement. In advancing strategies within these climate action priorities, Boise will be operating under three guiding principles to advance equity, improve health and wellness, and grow a climate economy.

The Gulf Restoration Network (now Healthy Gulf) is an environmental advocacy organization that seeks to unite Gulf Coast citizens to protect and restore natural resources. By empowering local communities, taking legal action against industries that have degraded Gulf Coast and community resilience, and monitoring government action to ensure sustainable management of natural resources, Healthy Gulf is helping restore and maintain the natural systems that both define and protect Gulf Coast communities.

The Massachusetts Department of Fish and Game Division of Ecological Restoration (MDER) addresses the impacts of sea level rise, increased storm surge, and more frequent and severe flooding of coastal rivers through guidance and support of climate adaptation projects in coastal communities. Through its Priority Projects Program, MDER provides technical and financial assistance to local partners such as municipalities, landowners, and agencies to plan and implement projects that incorporate climate adaptation into habitat restoration. Example projects include dam removals, culvert upgrades, and salt marsh restoration, among others.
