Managing the Retreat from Rising Seas: Lessons and Tools from 17 Case Studies

This report, produced by the Georgetown Climate Center, features 17 case studies about how states, local governments, and communities across the country are approaching questions about managed retreat. Together, the case studies highlight how different types of legal and policy tools are being considered and implemented across a range of jurisdictions — from urban, suburban, and rural to riverine and coastal — to help support new and ongoing discussions on the subject. These case studies are intended to provide transferable lessons and potential management practices for coastal state and local policymakers evaluating managed retreat as one part of a strategy to adapt to climate change on the coast. The case studies in this report were informed by policymakers, practitioners, and community members leading, engaging in, or participating in the work presented in this report. This report was written to support Georgetown Climate Center’s Managed Retreat Toolkit, which also includes additional case study examples and a deeper exploration of specific legal and policy tools for use by state and local decisionmakers, climate adaptation practitioners, and planners.

Managing the Retreat from Rising Seas — State of Louisiana: Louisiana Strategic Adaptations for Future Environments (LA SAFE)

July 15, 2020

Louisiana Strategic Adaptations for Future Environments (LA SAFE) is a community-based planning and capital investment process that will help the state fund and implement several projects, including for managed retreat, to make its coasts more resilient. In 2016, Louisiana’s Office for Community Development–Disaster Recovery Unit received a nearly $40 million grant from the U.S. Department of Housing and Urban Development through the National Disaster Resilience Competition and additional state and nongovernmental funds to implement LA SAFE. The grant will support the design and implementation of resilience projects to address impacts in six coastal parishes that were affected by Hurricane Isaac in 2012. The state partnered with the nonprofit Foundation for Louisiana to administer LA SAFE and facilitate an extensive, year-long community engagement process that will result in implementation of ten funded projects across the six parishes. By contemplating a regional, rather than a parish-specific, approach to addressing coastal risk, LA SAFE provides a model that other states and local governments may consider when making long-term adaptation and resilience investments, including for managed retreat. This case study is one of 17 case studies featured in a report written by the Georgetown Climate Center, Managing the Retreat from Rising Seas: Lessons and Tools from 17 Case Studies.

Rise to Resilience - Our Communities Our Future: Policies and Investments for a Climate-Resilient New York and New Jersey

The Rise to Resilience Report (R2R), developed in May 2020 by the Waterfront Alliance, provides “actionable recommendations” for policymakers at federal, state, and local levels to create more flood-resilient communities in New York and New Jersey in a transparent and equitable manner. The report establishes a vision for a climate-resilient New York and New Jersey: “A resilient future is well-managed and funded in a manner that is transparent, just and green.”

Million Trees Miami - Miami-Dade County, Florida

Miami-Dade County, Florida’s Million Trees Miami initiative aims to plant 1 million trees in lower-income communities with insufficient tree canopy in order to alleviate heat stress in the county. This initiative stems from the County’s 2006 Street Tree Master Plan, which set a goal to achieve 30% tree canopy in Miami-Dade by 2020. Neat Streets Miami, a multi-jurisdictional County Board, is working to implement this goal through the Million Trees Miami initiative. Through a 2016 Urban Tree Canopy Assessment, the County determined that lower-income areas, including predominantly African American and Hispanic neighborhoods, had significantly less tree canopy than their wealthier counterparts. As a result, the County is prioritizing tree planting in its most impoverished and low-canopy areas through initiatives such as the Street Tree Matching Grant. Increased tree canopy cover in communities provides many important adaptation benefits, including protection from flooding, urban heat island mitigation, and improved water and air quality.

North Carolina 2020 Climate Risk Assessment and Resilience Plan

The North Carolina Climate Risk Assessment and Resilience Plan is the state’s first climate change adaptation plan. It includes the results of vulnerability assessments within 11 critical sectors, climate justice concerns and strategies, and recommendations for nature-based solutions to enhance ecosystem resiliency and sequester carbon in the state’s natural and working lands. North Carolina Governor Cooper’s 2018 Executive Order 80 directed state agencies to integrate climate adaptation and resiliency planning into their policies, programs, and operations; and mandated that the Department of Environmental Quality (DEQ) lead the development of this climate risk assessment and resiliency plan for the state.

HUD Community Resilience Toolkit

2020

The U. S. Department of Housing and Urban Development (HUD) Community Resilience Toolkit offers descriptions of natural hazard risks and ideas for adaptation actions that communities can take to increase their resilience to climate change. State and local governments receiving HUD Community Planning and Development (CPD) funds can use this guide to identify types of adaptation actions that are eligible for CPD funding. Specific attention is drawn to the risks to vulnerable populations as well as adaptation actions that prioritize low- and moderate-income communities.

Floodplains by Design

Floodplains by Design (FbD) is a private-public partnership led by The Nature Conservancy, the State of Washington Department of Ecology, and the Puget Sound Partnership aimed at reducing flood risk and restoring habitat - for salmon recovery and other needs - to Washington state’s major river corridors. Floodplains by Design works to help communities collaborate across entire watersheds to adapt to increasing flood events and benefit the natural environment simultaneously. FbD coordinates state and federal funding for local solutions, facilitates integrated floodplain management, and supports large-scale, multiple-benefit projects that protect, restore, and improve the resiliency of floodplains across the state.

Virginia Beach Sea Level Wise Adaptation Strategy

The City of Virginia Beach, Virginia Sea Level Wise Adaptation Strategy is designed to help guide the city’s steps to become more resilient and adapt to sea level rise and flooding by gradually implementing actions through a watershed-based approach. Virginia Beach consists of four watersheds, both inland and coastal, that are characterized by unique physical properties and land-use patterns and affected by five distinct types of flooding - high tide, wind tide, storm surge, rainfall/compounding, and groundwater flooding.

Resilient Infrastructure for New York State

December 19, 2019

This report from Rebuild By Design describes a proposal to create a Resilient Infrastructure Fund to support green and grey infrastructure projects that reduce flooding, coupled with a buy-out program, to improve the physical, social, and ecological resilience of New York State. It proposes a transparent, inclusive, and equitable approach to finance climate adaptation planning and implementation throughout the state. Though designed for New York, the recommendations are applicable to and can serve as a model for other states.

Virginia Beach Sea Level Rise Policy Response Report

December 2019

In 2019, the City of Virginia Beach, Virginia released its Sea Level Rise Policy Response Report which identifies climate adaptation strategies, objectives, and potential legal and policy actions it could adopt to reduce Virginia Beach’s short- and long-term flood risk. The flood issues in Virginia Beach are multifaceted and the City is considering a range of adaptation responses — from engineering and planning to regulations and market-based tools — with the aim of pursuing a long-term, comprehensive approach.
